NPPR is now the shorthand for the target of the Local Government (Charges) Bill 2009, with a new website www.nppr.ie being launched shortly. This website will provide a facility for the online payment of the charge, akin to the way Motor Tax can be paid on-line to local authorities. The €200 euro per NPPR charge falls due for 2009 on 31 July next, with a two month payment window, and a further one month period of grace.

The website also provides the now obligatory list of FAQs (how did we ever understand anything before FAQs?). Much of the content is derived from the legislation, but there are some additional details.

Satisfying the requirements of the charge would seem to be a two step process - a declaration and a payment. This declaration can be made through the web-site or in writing on the approved form (presumably obtainable from the local authority), as part of the payment process in either case. Details to be provided will include:

  • Name of the owner of the property,
  • Address of the property,
  • Address for correspondence of the owner of the property
  • Personal Public Service Number of the owner of the property in the case of a private ownership
  • Tax reference of the owner where the owner is a company.

Payment of the charge at the website www.nppr.ie will require a credit or debit card. Local Authorities (City or County Councils) will accept completed NPPR registration forms. The payment types accepted with a registration form are credit card, debit card and cheque.

For 2009, the late payment fee will apply to all payments made after 31 October 2009. The late payment fee amounts to €20 per month or part of a month.

The due date for the charge 2010 will be 31 March 2010, and not 31 July as for this year. At the time of writing however, it is not clear that the Local Government (Charges) Bill 2009 has actually been signed into law; doubtless that will be resolved before the first due date.
