Revenue is currently modernizing and consolidating the VAT legislation. Accountancy bodies, tax practitioners and the legal profession are invited to express their views on the proposed draft which is set out in eBrief No. 72/09.

The proposed Act is divided into Parts and Chapters and broadly follows the VAT Directive 2006/112/EC structure. The changes introduced by the new Place of Supply rules, new VIES rules and the new Refund Directive rules, due to come into effect on 1 January 2010, as well as the new VAT provision to take account of NAMA, are reflected in the proposed Act.
