Public Policy Manager

The Chartered Accountants Ireland Advocacy and Voice department provide information and advocacy in both the Irish and UK jurisdictions where most of our members operate. Our goal is to identify key public policy and tax issues, to inform our members through our research papers and thought leadership and to inform the work of Ireland's decision makers and business leaders. We add to the public debate on a range of matters that affect our country.
We respond to our members’ views on aspects of legal and administrative frameworks which create difficulties both in industry and in practice, and we work with Government and Government bodies to highlight concerns and develop solutions.

The role:
Reporting to the Tax and Public Policy Leader, key responsibilities of the role include but are not limited to:
General
- Rigorous and documented research into public policy and related economic areas on the island of Ireland
- Researching and developing full competency on technical and administrative issues, in particular in relation to issues arising pensions policies, gender pay reporting, sick pay, digital strategies, EU exit. The list is not exhaustive as the role of the Public Policy Manager is to identify areas that will impact upon our membership and form a policy strategy.
- From time to time, there will be a requirement to help the tax team members on tax issues as they arise in areas where there is a policy influence.
- Engaging with members in the above areas and developing thought leadership in areas of concern
- Organising member information events to discuss public policy issues
- Participation in team meetings and other Institute management activities
- Full sharing of information with other team members, and other departments of the Institute as the need arises
International – collaborative work with our Associations and Institutions
- Managing deliverables and collaboration in particular with:
- The Consultative Committee of Accountancy Bodies – Ireland
- The Consultative Committee of Accountancy Bodies
- The Global Accounting Alliance
- IFAC
- Accountancy Europe
- Preparing and coordinating, with colleagues or committees/working groups as the need arises, submissions and information on behalf of members in particular to the OECD and the European Commission.
- Other representations activity as advised by the Director from time to time, including meetings and representations to other Revenue authorities, the OECD and the European Commission. Travelling to such meetings abroad as the need arises.
Representations
- Attending at meetings with Government departments and agencies, including Revenue and the Department of Finance, the Department for the Economy in Northern Ireland and HMRC, and professional bodies as appropriate to convey the views of the Institute. Recording the proceedings of the meetings and briefing colleagues and Institute contributors as appropriate.
- Attending at meetings with other accountancy bodies and international representative associations, particularly the Consultative Committees of Accountancy Bodies. Recording the proceedings of the meetings and briefing colleagues and Institute contributors as appropriate.
- Taking and considering contacts and representations from members and notifying and briefing the Director and/or the volunteer committees as appropriate.
- Researching and drafting of technical submissions (including public consultation responses) to Government on areas determined by the Institute committees and/or the Director and managing the review and consultation process both before and after the submission is made. Devising approaches and strategies to maximise the impact of the submissions, and identifying in consultation with the Committees matters for inclusion.
- Drafting technical and opinion articles for publication, including the drafting of articles in the name of other Institute officers.
- Attending at, participating or otherwise contributing to conferences, seminars and other events on the Institute’s behalf, whether Institute arranged or otherwise.
- Other representations activity as advised by the Director from time to time, including meetings and representations to other Revenue authorities, the OECD and the European Commission. Travelling to such meetings abroad as the need arises.
- Working on the content maintenance of the Institute’s website
Information Delivery
Working with the Department Team in:
- Compiling, editing, and commissioning public policy content for the Institute’s weekly eNews service.
- Dealing with reasonable member and volunteer technical queries, but not offering advice or professional advisory services commercially or otherwise
- Dealing with queries from other departments and assisting with content for their publications
- Devising and implementing new approaches, services and strategies to better provide information services to Chartered Accountants
- Dealing with information research and delivery projects as required by the Tax and Public Policy Leader
The candidate:
The successful candidate will ideally be a qualified Chartered Accountant and have a minimum of 5 years’ post qualification experience in a practice or Industry. Candidates holding alternative HETAC Level 9 qualifications in related disciplines will also be considered.
Essential
- An excellent knowledge of professional, technical and ethical standards together with excellent organisational, communication and influencing skills and a good level of IT literacy will be required.
- The candidate should be able to demonstrate an ability/evidence of communicating effectively on technical matters with credibility at all levels.
- The candidate must be capable of working on their own initiative. They must be able to take ownership of the role, and be capable of making key decisions while also actively collaborating within a team focussed on results and targets.
- An ability to take on new duties and support others when required within the team.
- Experience of management of multiple deadlines.
- Requirement to travel occasionally
- Natural relationship builder with credibility, integrity and reliability – with peers as well as members and committee volunteers.
- Excellent listening, negotiation and presentation skills – an effective communicator via all channels.
Desirable
- Additional tax, business or economics qualification.
- Demonstrable experience of presenting for technical and other professional audiences
