Proceeding in Absence

48.	Where the Respondent fails to attend a Case Management Meeting or a Hearing, the Chair or Tribunal may continue in his absence if:

(a)

it is satisfied that notification of the Case Management Meeting or Hearing was properly given;

(b)

it is fair in all the circumstances.
