The Government’s review of the loan charge legislation and the latest HMRC performance stats feature this month.

• New tax agent toolkits for 2018/2019 have been published

• Statement of Practice 2 (2010) which sets out how HMRC interprets the Advance Pricing Agreements legislation has been updated

• Last month HMRC confirmed that the government has announced an independent review of the loan charge. However, the loan charge remains in force during the review. Therefore, taxpayers remained responsible for reporting outstanding loans to HMRC by the deadline of 30 September 2019 unless a settlement with HMRC had been reached or was in the process of being finalised
• HMRC has updated the list (List 3) of professional bodies and learned societies, approved by HMRC for the purpose of section 344 ITEPA 2003 (allowable deductions from earnings for fees and subscriptions paid to professional bodies/learned societies
• Rates and thresholds for employers: 2019 to 2020 has been updated
• The advisory fuel rates which should be used from 1 September 2019 have been published
• The latest Pension schemes newsletter (August 2019) is available
• Help and support for tax agents and advisers has been updated
• The latest HMRC performance stats have been published: HMRC monthly performance report: July 2019, HMRC quarterly performance update – April to June 2019 and HMRC monthly performance reports

• The Government has published a summary of the responses to the plastic packaging tax which confirms that the tax will be introduced no later than 2022.
• In response to the House of Lords Economic Affairs Committee’s report, the Government announced a series of measures designed to strengthen public trust in HMRC.
