Mobilising Private-Sector Investment in Infrastructure

Summary
Ireland and the UK face significant infrastructure investment requirements over the coming decade. Ireland requires c.€250bn in infrastructure investment, while the UK is expected to require £1tn over the next ten years in which private-sector finance will play a critical role. This seminar will explore how private-sector investment can be mobilised, the barriers that remain, and the opportunities for collaboration across these islands.

An introduction will be followed by a panel discussion moderated by Michele Connolly, member of the Accelerating Infrastructure Taskforce and former Partner and Head of Global Infrastructure at KPMG.

Speaker Bios

Panel Moderator: Michele Connolly - s a member of the Accelerating Infrastructure Taskforce and former Partner and Head of Global Infrastructure at KPMG. She has extensive experience providing strategic and financial advice across major infrastructure projects and investment programmes, supporting clients throughout the full infrastructure lifecycle — from policy and strategy development through to procurement, financing, delivery and long-term operations. Michele has worked across a broad range of sectors including transport, healthcare, digital infrastructure, education, housing and real estate, and is widely recognised for her expertise in infrastructure development and investment.

James O’Reilly - Chief Executive Officer of Greenlink Interconnector Limited, the 500 MW HVDC electricity interconnector linking Ireland and Great Britain. He led the project team through late-stage development, initial financing, construction and commissioning, with Greenlink becoming the first project-financed electricity interconnector to reach commercial operation, delivered on schedule and within budget in January 2025. Backed by Partners Group during development and construction, the asset was subsequently acquired by Equitix and Baltic Cable following commissioning. James has over 30 years’ experience in developing, financing and delivering large-scale energy infrastructure across Ireland, Europe, the United States and Asia. He previously held senior roles with Phelan Energy, KTL Group, Rivada Networks, Accenture and ESB, and holds a Master’s degree in Engineering and an MBA.

Donal Murphy - is a Senior Investment Director at the Ireland Strategic Investment Fund (ISIF). The ISIF mandate is to invest on a commercial basis to support economic activity and employment in Ireland. Donal is currently focused on investments which will result in Irish Ports and Harbours enabling and capturing value from Ireland’s strong pipeline of Offshore Wind projects. Prior to joining ISIF in 2014, Donal was Head of Project Finance Ireland at Bank of Ireland, where he worked since 2001. Prior to that he worked in the UK and Ireland in financial, lending and corporate recovery roles.

Seamus Flynn - is Managing Director Ireland/UK, Indaver, managing the municipal solid waste business in Ireland and the UK. He is Regional Manager for both countries, representing Indaver in all aspects of its business interests in these markets. Seamus joined Indaver in 2017 after spending 15 years in the petroleum business in Ireland & Norway. Prior to that he held senior roles within the manufacturing, pharmaceutical, chemical & engineering sectors for over 30 years. After growing up on a farm, he studied engineering, manufacturing, business and more recently, psychology. Outside of work, he coaches athletics and is a board member, and Chair of Coaching and Development, for Athletics Ireland.

Ashleen Feeney, FCA - is a Partner with KPMG Northern Ireland. Ashleen is responsible for pursuing new growth opportunities for KPMG in the Northern Ireland market across Corporates, Government and Enterprise. Ashleen is a member of KPMG’s Private Enterprise Team and has worked with many of Northern Ireland’s family-owned construction, engineering and development businesses. Ashleen also has over 20 years’ experience of advising Government on the procurement, financing and delivery of Infrastructure Projects and led the KPMG team engaged to advise on the Belfast Region City Deal that secured £350m of investment from the UK Government. Ashleen is Chair of CBI Northern Ireland Infrastructure Working Group, Member of the Institute of Directors and recently elected to CBI NI Regional Council.
