Understanding and addressing fraud risks- Procurement and GrantsValerie Evans - NI Audit Office

Speakers

Valerie Evans has had a long career in the NI Audit Office, initially specialising in value for money audit but, for the last 10 years, working in counter fraud. Valerie’s main responsibility is coordinating the National Fraud Initiative (NFI) in Northern Ireland. The NFI is a cross-jurisdictional data matching exercise run every two years, with over 80 NI public sector organisations participating.  Valerie has also helped to produce a number of good practice guides for the benefit of NI public sector organisations, on topics such as managing fraud risk and raising concerns.  More recently, and against a backdrop of increased fraud risk due to the COVID-19 pandemic, Valerie has been involved in the production of a series of fraud risk guides, aimed at helping public sector organisations to recognise the key fraud risks they face, and outlining the range of controls that can mitigate those risks.  Valerie’s presentation will provide an overview of two of these fraud risk guides – procurement fraud risks and grant fraud risks. Procurement and grants have come under the spotlight as a result of the pressures of the pandemic, so it is timely to be reminded of the key messages outlined in these guides.

John Morgan was appointed to the Head of Finance in BT Ireland in 2010, he became Finance Director of South, Wales & Northern Ireland, BT Enterprise, in March 2020. John has been with BT since 2003, undertaking various finance business partnering roles. John was elected to the CBI Northern Ireland Council in 2019.  Before joining BT, John trained as a Chartered Accountant with Ernst & Young in Belfast before spending 2 year working within the London Private Equity Corporate Finance Team.  John graduated from Queen’s University Belfast with a First Class Honours Degree in Accounting. Married to Pamela, and father of 2 boys, John enjoys coaching soccer at Rosario football club and running.

Dr Alison Toogood has a PhD in cognitive neuroscience exploring memory, language and executive function in older neurotypical populations and individuals with mild cognitive impairment. She has also led research on the psychological wellbeing of young carers and the mediating roles of resilience and coping style. As a specialist coach, Alison’s particular interest is in the link between thoughts, emotions and subsequent behaviours by applying cognitive behavioural theory to everyday issues. Alison provides clients with tangible and practical steps to enhance performance by managing their mind in challenging situations. Alison has coached clients in many areas including life-limiting attitudes, procrastination, perfectionism, imposter syndrome, low self-esteem and feelings of anxiety.

Donna WilliamsDeputy Director in CPD , Head of Supplies and Services Division (SSD).  With circa £3bn annual spend, public procurement is an important driver for our local economy and supports the delivery of the Programme for Government. SSD is responsible for providing a procurement service and advice on supplies and services contracts for up to 140 public sector bodies.  We are currently overseeing a change programme including the implementation of new procurement legislation, new technology and implementing the recently approved ‘Scoring Social Value’ Policy. Donna has over 20 years’ experience in public procurement and am a member of the Chartered Institute of Purchasing and Supply.
