Speakers

Joan Curry - Joan is the Chair of the Public Sector Committee and a member of the Council of Chartered Accountants Ireland. She is also a Board Member of the International Federation of Accountants (IFAC). She is currently Finance Officer for the Department of Transport, Tourism and Sport, having previously held positions in the Public Service Pay Commission, the National Shared Services Office and the Department of Public Expenditure and Reform.

Aidan Horan - Aidan Horan is a director at the Institute of Public Administration (IPA) with overall responsibility for governance and assurance services. A qualified accountant, he is leader of the governance specialist team at the Institute and is the founder member of the Governance Forum at the IPA. Aidan has also been nominated to a number of non-executive roles over recent years including as Audit Committee Chairperson, Department of Public Expenditure and Reform. He is also a member of the Standards and Financial Reporting Board of the Chartered Institute of Public Finance and Accountancy [CIPFA] (UK).

Andrew Harkness: Office of the Comptroller and Auditor General - Andrew is a qualified accountant and a member of the Institute of Certified Public Accountants in Ireland. He joined the Office from the Courts Service and has over 30 years post qualification experience in financial and performance audit. He is a former Accounting Officer for the Office. He also served as a member of the Board of Audit of the European Stability Mechanism. As Director of Audit he is responsible for financial audits in the semi-state, health, education and financial sectors. He is also responsible for the audit contracting programme and the Office's standards unit and audit insights programme. He is currently an observer on INTOSAI?s financial audit and accounting sub-committee.

John K Dillon: Head of NewEra at the National Treasury Management Agency - John is Head of NewERA which is a unit in the National Treasury Management Agency (NTMA) with responsibility for providing corporate finance advice to relevant Government Ministers and Government Departments in relation to the activities of a number of commercial State owned companies. He is a fellow of Chartered Accountants Ireland (FCA) and holds first class honours BComm from UCC and M.ACC from UCD.

Lorraine Smyth: Scheduled Care Transformation within Office of the National Director Change and Innovation, HSE

Linda Breathnach: TherapyandTraining.ie - Linda is the founder of TherapyandTraining.ie, and is a qualified and IACP accredited Counsellor Psychotherapist with 20+ years experience of working with couples, individuals and groups in corporate and therapeutic spaces. She is also a College Lecturer at Certificate, BSc and MSc levels and a Professional Supervisor of Therapists. On a personal level, Linda is a married mum of 4 children and she knows only too well the challenges that the Covid 19 Pandemic and subsequent adjustment back out into the world have presented to all of us emotionally and psychologically.

Ian Carruthers: CIPFA and Chair IPSASB - Ian became Chair of the International Public Sector Accounting Standards Board (IPSASB) in 2016, having been a Board Member since 2010. As a Board Member he led IPSASB?s work on Long Term Financial Sustainability and alignment between IPSASs and Government Finance Statistics. IPSAS issued during Ian?s chairmanship so far include those on Social Benefits and Financial Instruments. Having completed his second term (2019 ? 2021), Ian has been reappointed as IPSASB Chair for a third term through to the end of 2024. After joining HM Treasury from PricewaterhouseCoopers in 1999, Ian played a key role in the UK Government?s transition from cash to accrual budgeting and reporting, in particular leading its Whole of Government Accounts program. He joined CIPFA in 2006. As part-time Chair, CIPFA Standards, Ian has been involved in all aspects of the Institute?s guidance development activities, including leading its work on the Role of the Public Services CFO, and the development of the International Framework for Good Governance in the Public Sector in partnership with IFAC.

Emma Halligan: Grant Thornton - Emma provides detailed and complex employment tax advice to clients in a number of different industries. Emma has gained experience in providing a range of taxation and social security services including PAYE reviews, PAYE due diligence, PAYE corrections and reporting on the Irish tax implications for the employer and the individual for global assignments to and from Ireland. Emma holds a Bachelor of Arts in Business Studies from the University of Limerick. She is a member of Chartered Accountants Ireland (ACA) and an associate of the Irish Taxation Institute (AITI).
