Financial Controller - Public Service - 6 month contract - €65k

The role will manage the Finance Team to deliver in all aspects of the accounting cycle: transactional processing to management and statutory accounting, and play a key role in business decision support for this leading institution. Managing the agenda of Finance, Audit and Risk, the jobholder will also be responsible for the procurement function in the institution.

Key Responsibilities:

Provide timely and accurate financial and management reports, forecasts and information to the Director, management and the Board

Manage the day to day operation of the finance department and the training and development of the staff to ensure the highest standards of quality.

Prepare budget submissions, coordinating and preparing the annual budget and preparation of the annual financial statements and their submission for audit to the Office of the Comptroller and Auditor General;

Advise on accounting and procurement related issues and developments in line with best practice;

Ensure compliance with all relevant public sector financial and corporate governance guidelines, circulars and other regulatory requirements;

Provide advice and support to non-financial managers;

Liaise with internal and external auditors and implementing audit recommendations;

Ensure the adequacy of financial controls and financial probity throughout the institution

Work with external government departments and agencies in the implementation of the Financial Management Shared Services facility

Qualifications & Experience:

Essential Requirements

A professional accountancy qualification and be a member of a recognized accountancy body (ACA)

At least 5 years’ experience of financial accounting and financial management in an organization of similar scale and complexity;

Experience in the management of staff and working with non-financial staff;

A confident self-starter, able to anticipate the financial information needs of the management team and with experience in statutory year-end accounting and budgeting as well as supporting business development activity;

Sound judgement and decision making capability combined with the ability to communicate decisions clearly;

Excellent communication & leadership skills;

Desirable Requirements

Knowledge of Public Sector Finance
Knowledge and experience of leading and managing procurement processes, including appraisal and evaluation techniques, contract negotiation and award, and subsequent management through to implementation
