  In this week’s Sustainability/ESG bulletin read how Irish SMEs favour green investments despite cost barriers, the Just Transition Commission, and the new Nature Strategy Accelerator Programme from Business for Biodiversity Ireland. Also covered are updates from Northern Ireland and the EU, and calls from the global accountancy profession for G20 leaders to focus on sustainability, transparency, and governance as the 2030 deadline for the United Nations Sustainable Development Goals (SDGs) approaches, as well as the usual articles, resources and upcoming events.   Ireland news   Irish SMEs favour green investments despite cost barriers, survey finds A new survey by the Strategic Banking Corporation of Ireland (SBCI), the State’s promotional financial institution, has revealed a strong preference among Irish SMEs for green investments that reduce energy costs, such as solar panels and energy-efficient lighting. Among the barriers to investing in sustainable options are cost (45%), payback period (42%) and uncertainty about the benefits of sustainability investment (22%). A diverse range of motivations for businesses embracing sustainable practices were cited, including hoping to play a role in climate action by reducing emissions (26%) and aiming to decrease heating and electricity costs (29%).     Ibec and Davy Horizons launch comprehensive CSRD Toolkit for Businesses Business group Ibec, partnering with Davy Horizons, has published a toolkit for large and small enterprises, Unpacking CSRD A guide for business. The guide aims to be a comprehensive resource for understanding and implementing the CSRD requirements. It has insights and guidance for both organisations in scope of CSRD, and small enterprises beginning their sustainability journey and who may be part of the supply chain of an in-scope organisation.   €88.5m partnership for offshore wind and infrastructure project The Port of Cork Company and ISIF are partnering to develop new port infrastructure in Cork Harbour. The €88.5 million investment will support Ireland’s first offshore wind projects and enhance the Cork Container Terminal. The investment also aligns with the Port of Cork’s MasterPlan 2050 to improve multi-purpose berths and increase efficiency for international customers, and will support Ireland’s transition to Net Zero.   Government appoints members to Just Transition Commission The government has approved the appointment of members to the Just Transition Commission. This independent advisory body will advise and support the Government on ensuring the climate transition is achieved fairly, and on the potential impacts, risks and opportunities for different sectors. Membership of the Just Transition Commission comprises independent experts from a range of backgrounds, as well as nominees from the five ‘pillars’ of social dialogue: Agriculture, Community and Volunteer, Employer, Environment and Trade Union.   Minister announces advisory committee for Ireland’s Nature Restoration Plan The Minister for Nature, Heritage and Electoral Reform, Malcolm Noonan TD, announced the establishment of an independent Advisory Committee on Nature Restoration to support the development of Ireland’s Nature Restoration Plan (NRP). The NRP is to be developed under the Nature Restoration Law and is due to be submitted to the EU Commission by 1 September 2026. A Finance Working Group will consider the financial aspects of the plan to 2030 and beyond, including socio-economic impact evaluation, the maximisation of existing programmes, and new financial mechanisms.   Business for Biodiversity Ireland releases Nature Strategy Accelerator Programme for businesses Business For Biodiversity Ireland (BFBI) has released its Nature Strategy Accelerator Programme to guide Irish businesses to develop a strong, credible strategy to identify their impacts and dependencies on nature and ensure compliance with the new EU legislation regarding environmental reporting.  The Nature Strategy Accelerator Programme  reflects a model of best practice in line with current international developments, tailored to the Irish context and aligned with grants available in Ireland through Local Enterprise Offices, Enterprise Ireland, Údarás or the IDA.   National Youth Assembly Calls for Tax Incentives on Eco-Friendly Items The Report from the third National Youth Assembly on Climate has called for less taxation on eco-friendly items. The annual assembly, which this year took place on 11 April, is part of the government’s National Dialogue on Climate Action and annual Climate Action Plan. Among the many recommendations from the young people were for initiatives, careers and a rewards systems in place in order to keep people engaged in climate, and more taxation on non eco-friendly items.   CCAC warns of costs exceeding €8 billion for failure to meet climate targets The cost of failing to meet EU targets could exceed €8 billion for the period up to 2030, warns the Climate Change Advisory Council (CCAC) in its recently published Annual Review 2024 - Cross Sectoral Review. The report also calls for an end to Ireland’s reliance on – and subsidies for – harmful, expensive and unsustainable fossil fuel use. The CCAC also called for a detailed implementation plan to deliver the diverse range of bioeconomy and ecosystem services required to maintain a sustainable, resilient and biodiversity rich economy.   Northern Ireland news   In a letter to the Exchequer Secretary to the Treasury, Chartered Accountants Ireland  has highlighted a range of tax policy and tax administration recommendations and concerns ahead of next week’s Budget and the 2025 Spending Review. Among the recommendations made was for UK tax policy to be used to help drive behavioural change which in turn should result in decreasing carbon emissions and promoting of nature-positive measures. Suggestions included introducing incentives to make investing in nature-positive actions more attractive to businesses, and ring fencing for nature restoration some of the receipts from the climate change levy currently imposed on all businesses.   Northern Ireland’s Department of Agriculture, Environment and Rural Affairs (DAERA) is consulting on a draft environmental principles policy statement (EPPS), which sets out how five internationally recognised environmental principles should be interpreted and proportionately applied to policy-making. The consultation will close on Monday 9 December 2024 and can be accessed here.   The Northern Ireland Budget Sustainability Plan has set out how the Executive intends to meet the condition in the financial package to raise at least £113 million in additional revenue. Commenting on the Plan, which was published this month by the Department of Finance following agreement by the Executive, Finance Minister Dr Caoimhe Archibald, emphasized the importance of a vibrant economy to sustainably fund public services and meet increasing demands: “We need budgeting and financial management that looks at tomorrow as well as today.”   Europe news The European Parliament has demanded an EU budget for 2025 that focuses on improving people's lives, boosting competitiveness, and addressing current challenges. Parliament wants to boost programmes vital in, among other things, helping people suffering from natural disasters, improving climate action, managing migration and security needs, and strengthening EU support for neighbouring regions experiencing geopolitical and humanitarian crises.    The EU Committee on the Environment, Public Health and Food Safety has adopted its demands for the UN Climate Change Conference COP29. Phasing out fossil fuels and related subsidies and adopting carbon-pricing mechanisms worldwide are among the matters in the resolution to be put to a vote by the full house during the plenary session of 13-14 November. The Commission had secured ambitious EU negotiating mandate for the ‘triple COPs’ on climate, biodiversity and desertification earlier this month.   The European Commission has selected 85 net-zero projects to receive €4.8 billion in grants from the Innovation Fund. The selected projects are set to enter into operation before 2030. Over their first 10 years of operation they are expected to reduce emissions by about 476 million tonnes of CO2e. This will contribute to European decarbonisation objectives, reducing emissions from those sectors that are particularly difficult to decarbonise.    The Commission has granted more than €380 million to 133 new projects across Europe under the LIFE Programme for environment and climate action. The allocated amount represents more than half of the €574 million total investment needed for these projects - the remainder coming from national, regional and local governments, public-private partnerships, businesses, and civil society organisations. Of the 133 projects, 26 will promote a more circular economy and quality of life, 25 will support nature and biodiversity in a wide range of areas, 23 climate change resilience and mitigation projects, and 59 will aim to ensure a clean energy transition.   The European Commission has announced a proposal to amend the three EU regulations to ensure that EU funds can be quickly mobilised in support of recovery from climate-related disaster. The proposal will now go through the ordinary legislative procedure in the European Parliament and the Council of the European Union. The proposals come as a direct response to the floods affecting Central and Eastern European countries and wildfires in Portugal in September 2024.   World news The Biodiversity COP16 is currently underway in Cali, Colombia, from October 21 to November 1, 2024. This summit focuses on implementing the Kunming-Montreal Global Biodiversity Framework, which aims to halt biodiversity loss by 2030. Delegates are discussing strategies to protect ecosystems and mobilize resources for global biodiversity conservation. Read more here.. The International Energy Agency (IEA) predicts that demand for electricity will surge over the next decade, due to new factories, electric vehicles, air-conditioners and data centres. In its annual World Energy Outlook report, the agency calls for urgent public-private dialogue between policymakers, the tech sector and the energy industry ,and reportedly predicts that growth in renewable energy could potentially cause coal, oil and natural gas use to peak this decade. The global accountancy profession, through the International Federation of Accountants (IFAC), is urging G20 leaders to focus on sustainability, transparency, and governance as the 2030 deadline for the United Nations Sustainable Development Goals (SDGs) approaches. A new publication, G20 Call to Action 2024: Building a Just World & a Sustainable Planet, underscores the essential role high-quality sustainability information, reporting and assurance play in achieving global sustainability targets.   Did you know Dublin is currently the 3rd most congested city in Europe due to its heavy reliance on private vehicles, which contributes to air pollution and compromises Ireland’s sustainability goals (particularly Goal 11: Sustainable Cities & Communities). This is according to the recently published Capital City, the first report from the Dublin City Taskforce established by Government in May 2024 to view measures required to rejuvenate Dublin City Centre. FC Barcelona is to host first-ever carbon neutral general assembly. As part of its 2026 Strategic Plan focused on sustainability, the club will measure and compensate for greenhouse gas emissions from all activities related to the event, including transportation, energy use, and catering. Ireland news New regulatory framework for sustainability assurance service providers in Ireland in place The Institute has published the Audit Regulations (incorporating assurance under CSRD) and Guidance, Ireland with effect from 11 October. These regulations replace the existing Audit Regulations for Ireland and introduce the Institute’s regulatory framework for the authorisation and oversight of firms and individuals undertaking sustainability assurance engagements pursuant to Part 28 of the Companies Act 2014 (which reflects the EU’s Corporate Sustainability Reporting Directive (CSRD)). Read more here.  Reverse the Trend Ireland's first official sustainable fashion campaign – Reverse the Trend – launched this week. The launch marked World Circular Textiles Day on Tuesday, 8 October, a day dedicated to exploring circularity in textiles around the world and sharing stories to inspire more sharing, re-wearing, reuse and remanufacturing along the textiles supply chain. The fashion industry is estimated to be responsible for 10% of global carbon emissions, while only 31% of Irish people see a link between purchasing textiles and climate change. Three in Five Irish Consumers More Likely to Support Businesses Committed to Climate and Nature Three in five Irish consumers are more likely to support businesses committed to climate and nature, according to a report published this week by Business in the Community Ireland (BITCI). BITCI surveyed consumers ahead of the launch of their new collective action campaign  Accelerate, the Business Pact on Climate and Nature which urges action to address the interconnected climate and nature crises. Sustainability in Accountancy Ireland The October/November 2024 issue of Accountancy Ireland published this week, with a special report into sustainable finance. The recently transposed Corporate Sustainability Reporting Directive (CRSD) is covered, along with articles by Chartered Accountants supporting businesses and the wider profession in its implementation: Niamh Brennan, Louise Gorman and Seán O’Reilly explain why accountants will play a critical role in helping SMEs manage the impact of new sustainability reporting requirements on their supply chains.   In ‘The CSRD – more than just compliance?’ David Connolly and Alba Boshnjaku explain how companies complying with the Corporate Sustainability Reporting Directive could see real business benefits, but the right mindset is crucial.   Clarity is needed to support compliance with CSRD in Irish law, writes Daniel O’Donovan, who considers the urgent need to resolve interpretative questions that have emerged following the transposition of the Corporate Sustainability Reporting Directive into Irish law.   Chartered Accountants Ireland Professional Accounting Lead, Dee Moran, writes about how Accountants are key to reaching Climate Act targets, and have a critical role to play in assisting companies, both large and small, to get on their sustainability journey.   Dee France, Wellbeing Lead with Thrive, Chartered Accountants Ireland’s dedicated wellbeing hub, writes how age discrimination is often under-represented in DE&I discussions, with older professionals experiencing the ill-effects of negative attitudes and bias. World news Chartered Accountants Ireland, as a member of the Global Accounting Alliance (GAA), has this week published ‘Nature is everyone’s business: the GAA’s progress and pathway to 2030’. The publication builds on progress made since our combined commitments made in 2022 to reverse nature loss before the Biodiversity COP 16 meeting being held later this month in Colombia. The report summaries the progress made to date, what we need to do as professional bodies, actions we need to take collectively and as individual GAA members, to accelerate progress.   And there is much work to be completed in this area. The Living Planet Report, a comprehensive overview of the state of the natural world, reveals how global wildlife populations have shrunk by an average of 73% in the past 50 years. Our institutes are committed to supporting our members and contributing to our global commitment. The GAA intends to publish a ‘Starter guide to Nature for Accountants’ later this year to give our members practical guidance on why nature matters to them in their professional roles, and how to get started on embedding it in their day-to-day practices. Technical update In case you missed them, here are some  Technical updates from the Professional Accounting team at Chartered Accountants Ireland   The Minister for Enterprise, Trade and Employment has signed into law S.I. No 498 of 2024 The European Union (Corporate Sustainability Reporting)(No. 2) Regulations 2024. Following the signing into law of S.I No 336 European Union (Corporate Sustainability Reporting) Regulations 2024 in July 2024, many organisations, including the Institute, have engaged with the Department of Enterprise, Trade and Employment regarding the wording of the legislation, which many felt contained significant application challenges.   The IFRS Foundation has published a guide Voluntarily applying ISSB Standards — A guide for preparers that aims to support companies as they start to apply ISSB Standards voluntarily and communicate their progress to investors.   The Global Reporting Initiative (GRI), along with the World Benchmarking Alliance, has published How to strengthen corporate accountability: The case for unlocking sustainable corporate performance through mandatory corporate reporting. The publication explores the link between the use of the GRI Standards and companies' social performance, as measured by WBA's Core Social Indicators. Did you know UK retail giant ASDA has launched a new initiative aimed at boosting sustainability within its supply chains. Set to launch in January 2025, the initiative will reportedly provide financial incentives to encourage sustainable practices among suppliers, rewarding those performing strongly with most preferential terms. Sustainability in Budget 2025

There were a number of tax and expenditure measures specific to sustainability in Budget 2025, announced this week on Tuesday 1 October.   Tax policy measures A Benefit In Kind (BIK) exemption is being provided in circumstances where an employer incurs an expense in connection with the provision of a facility for the electric charging of Battery Electric Vehicles (BHEVs) at the home of a director or employee.    An emissions-based approach to VRT for category B commercial vehicles is being introduced with a view to incentivising uptake of these lower emissions vehicles. The proposal will introduce a lower 8% rate for category B vehicles with CO2 emission of less than 120 grams per kilometre. The weight carriage ratio for electric commercial vehicles is also being changed to enable them to qualify for the VRT rate of €200.   A VAT reduction to 9% for heat pumps is proposed from 1 January 2025 to incentivise homeowners to install them.    The Accelerated Capital Allowances scheme for gas and hydrogen-powered vehicles and refuelling equipment provides a tax incentive for companies and unincorporated businesses investing in these vehicles/equipment for the purposes of their trade. The relief will be extended for a further year, to 31 December 2025.    The CO2 thresholds for claiming capital allowances on business cars are being adjusted downward in light of improved vehicle emissions standards.  From 1 January 2027, an expenditure of €24,000 will be allowable for cars with CO2 emissions of 0-120g/km. A reduced amount of €12,000 will be allowable for vehicles with CO2 emissions of 121-140g/km. There will be no allowable expenditure for vehicles with emissions >141g/km.    Expenditure measures Along with the €750 million committed to develop the electricity grid, Budget 2025 includes funding of €469 million from the carbon tax for Sustainable Energy Authority of Ireland (SEAI) residential and community energy upgrades, including the Solar PV (photovoltaic) Scheme. This is an increase of €89 million on last year, and applicants to this scheme can avail of the Clean Export Guarantee (CEG) tariff to receive payments for excess renewable electricity they export to the grid. This revenue was generated from the carbon tax levied on fossil-fuel use. This levy is set to increase again this year in line with commitments to raise the rate of carbon tax to €100 per tonne of carbon dioxide emitted by 2030 (as per the trajectory set out in Finance Act 2020). From 9 October 2024, the rate per tonne of carbon dioxide emitted for auto diesel and petrol will increase from €56.00 to €63.50. This increase will apply to all other fuels from 1 May 2025.  €51.7 million has been committed to deliver the EU Just Transition programme in 2025, the programme that aims to ensure that no sector of society or community is left behind in the movement to a climate-neutral, sustainable and digitally-connected Ireland. €172 million has been allocated to Climate action and environment leadership, under which heading comes climate research and the development of new technologies, building capacity across Government departments and agencies, and providing funding for developing countries €127 million has been allocated to protecting our environment and growing the circular economy, including additional resourcing for the Environmental Protection Agency (EPA) and €18 million to remediate former landfill sites. Notably, up to €3.15 billion of the Infrastructure, Climate and Nature Fund is being set aside for the multi-annual funding of designated environmental projects over the period 2026 to 2030 to support the transition to a low carbon economy and improved environmental outcomes. Designated environment projects will include those that contribute, either directly or indirectly, or are likely to contribute to the reduction of greenhouse gas emissions, an improvement in water quality or an improvement in nature and biodiversity objectives.   Find more informed, reliable commentary on the impact of this year's Budget on business in Ireland, compiled by the Chartered Accountants Ireland team of experts.

Ireland news Sustainability in Budget 2025 Budget 2025 was announced this week on Tuesday 1 October, with a number of tax measures specific to sustainability. Read more here Beyond GDP – Quality of Life Assessment - Ireland Ireland is performing well relative to other countries on the OECD’s Better Life Index and on the UN’s Sustainable Development Goals (SDGs). This is according to Beyond GDP - Quality of Life Assessment, a report prepared by the Department of Finance analysing the broader impacts of budgetary policy on economic, social and environmental well-being. From a national perspective, progress on the measurement and delivery of the UN SDGs in Ireland is positive, with over four-fifths of the assessable targets on track to being achieved. However, 14% are of concern, though are being partially achieved, and the remainder (4%) are not being achieved. EPA calls for national policy position on the environment The Environmental Protection Agency (EPA) Ireland is calling for a national policy position on the environment in its 2024 State of the Environment Report. The report, which publishes every four years, is the eighth in the series, and provides an integrated assessment of the overall quality of Ireland’s environment, the pressures being placed on it and current responses to environmental issues. This report points to serious deficits in the implementation of relevant legislation and programmes across Ireland, along with ongoing insufficiencies in policy responses. Commenting, EPA’s Director General Laura Burke described Ireland’s environmental and climate measures as ‘incremental’, designed to barely meet compliance rather than address root issues.  “We are always playing catch-up. We now have virtually no seriously polluted rivers, but we have hardly any pristine ones left, either. We now recycle more, but produce more waste than ever and export much of it”. New Circularity gap report launches The Department of the Environment, Climate and Communications has commissioned a new report analysing Ireland’s material consumption and carbon emissions profile and the potential for circular economy strategies to mitigate environmental impacts. The report, The Circularity Gap Report Ireland, was commissioned to understand Ireland’s material and carbon footprint for key systems such as the bio economy, the built environment, and manufactured goods. Recommendations include shifting incentives to redirect finance towards sustainable resource use by repurposing and reforming fiscal instruments, using pollution and resource taxes more strategically and effectively, and further leveraging and using public spending strategically to support circular business models and supply chains. UK/Northern Ireland news US Net Zero Advisory Board to boost green economy in Northern Ireland Northern Ireland Economy Minister Conor Murphy has announced a new Advisory Board designed to enhance Northern Ireland’s standing as a global leader in green technology and the net zero economy. The Net Zero Advisory Board, supported by Joe Kennedy III, U.S. Special Envoy to Northern Ireland for Economic Affairs, will tap into the expertise of Northern Ireland’s strategic diaspora community through Northern Irish Connections. The Board will focus on raising international awareness of Northern Ireland’s green economy, forging strategic partnerships, and facilitating key investments in low-carbon technologies. Northern Ireland’s first Environmental Improvement Plan publishes Northern Ireland has published its first Environmental Improvement Plan (EIP), an overarching document setting out Northern Ireland’s environmental priorities. The EIP includes a mix of both existing and new environmental objectives, targets and actions for the Department of Agriculture, Environment and Rural Affairs (DAERA) and other departments with a role in improving the environment. The objectives of the EIP are: excellent air, water and land quality, a healthy and accessible environment, ‘thriving, resilient and connected’ nature and wildlife, sustainable production and consumption on land and at sea, zero waste and a highly developed circular economy, and Net zero greenhouse gas emissions and improved climate resilience and adaptability. The EIP is a statutory obligation arising from the Environment Act 2021, enacted in part as a result of the UK’s EU Exit and resulting impact in terms of environmental governance with the Office of Environmental Protection having oversight of progress in implementing the EIP. Find out more here. The EIP publication coincides with the release of Northern Ireland Greenhouse Gas Projection Statistics. These figures show a 23% decrease on the 29 MtCO2e emitted in the base year (1990). UK becomes “first major economy to exit coal power” The UK has become the first G7 country to phase out coal power as the last of its coal-fired power plants closed this week. From October 1, UK electricity production will be coal-free, compared to the 1980s when coal power made up 80% of the country’s electricity needs. UK power sector emissions have fallen by 74% since 2012.  Commenting, campaign director at climate change think-tank E3G, Ed Matthew, reportedly stated: “The UK was the first country to build a coal-fired power station. It is right that it is the first major economy to exit coal power”.  Greenwashing: CMA issues tailored guide for fashion brands The UK’s Competition and Markets Authority (CMA) has issued practical guidance for the fashion industry on making green claims about products. The guide, accompanied by 17 advisory letters to business, is the latest in a series of actions by the regulator addressing fashion brands’ green claims. From Spring 2025, the CMA will have strengthened consumer powers under the Digital Markets, Competition and Consumers Act 2024. This will enable the CMA to fine businesses up to 10% of their worldwide turnover if they break consumer law, suggesting that businesses should take steps now to make sure their claims are accurate and do not mislead shoppers. Europe news The European Union (EU) has reportedly warned Ireland that it has two months to formally transpose the revised Renewable Energy Directive 2023/2413 into its  own laws – a measure that should have been completed by July 1st this year.  The Directive was introduced to bolster efforts to increase the use of renewable energy across the bloc. The directive’s provisions, among other things, aims to simplify and accelerate permit granting procedures for renewable energy projects, such as wind and solar farms, and the infrastructure needed to ensure they can supply electricity. World news Experts needed to help businesses with nature integration, report finds 80% of business respondents are turning to experts when seeking to integrate nature into their organisation, a new report finds. The report, White paper: integrating nature into business decision-making, sets out the results of a survey of more than 170 sustainability professionals who were asked about drivers for action on nature, challenges faced when integrating nature into business-decisions, and how these can be overcome. The report finds that that the main drivers for action on nature are adapting to and preparing for policy and legal changes and avoiding reputational damage (88% and 84%, respectively), and that supply chain analysis and designing targets for nature are the main challenges when integrating nature into business decision-making. The report can be downloaded here. UN Pact for the Future World leaders have adopted a Pact for the Future that includes a Global Digital Compact and a Declaration on Future Generations (A/RES/79/1). The 42-page Pact covers a broad range of themes including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations, and the transformation of global governance. The report challenges the leaders of the 193 member nations of the UN to turn promises into real actions that make a difference to the world.  The pact was adopted at the opening of the two-day “Summit for the Future” on 20-21 September called by UN Secretary General Antonio Gutérres. A new taskforce for fairer societies   A new taskforce has launched that aims to incentivize business and financial practices create fairer, stronger societies and economies. The Taskforce on Inequality and Social-related Financial Disclosures (TISFD) is a global initiative to develop recommendations and guidance for businesses and financial institutions to understand and report on impacts, dependencies, risks, and opportunities related to people. Officially launched in September 2024, the taskforce has been described as the “missing piece” of the puzzle, which will build on the work of the Task Force on Climate-related Financial Disclosures (TCFD) and the Taskforce on Nature-related Financial Disclosures (TNFD). Sustainability/ESG bulletin from Chartered Accountants Ireland, 27 September 2024

Ireland news Ireland’s Department of Finance Green Budgeting update Ireland’s  Department of Finance has published an update on Green Budgeting, as part of Ireland’s whole-of-government approach to Climate Action. This approach aims to achieve the targeted reductions in overall greenhouse gas emissions by 2030 and reach net-zero emissions by no later than 2050, in line with Ireland’s strategic objective of supporting environmentally sustainable economic progress. ‘Green budgeting’ is the process of documenting the impact of budgetary measures and wider fiscal policy on the transition to a more sustainable and climate friendly economy. The update’s focus is on analysis of the tax system, and the work complements the green budgeting expenditure analysis undertaken by the Department of Public Expenditure, NDP Delivery and Reform (DPENDR). Carbon Tax Exchequer Revenue Projections 2024-2030 publish The Department of Finance have published Carbon Tax Exchequer Revenue Projections 2024-2030, a report examining trends in carbon tax exchequer yields in Ireland over the last decade. It also provides forward projected estimates of carbon tax yields to 2030. Key findings highlight that overall environmental taxes as they currently exist, such as the carbon tax, excise duty and value added tax (VAT) on fuel, vehicle registration tax (VRT) and motor tax, account for a little under €6.8 billion annually of overall exchequer tax revenues in 2023, having risen from €5.1 billion of overall exchequer tax revenues in 2013. Over the last decade (2013 – 2023), carbon tax yields in Ireland have generated revenues of over €6 billion for the Exchequer, rising from €388 million in 2013 to €935 million (this amounts to approximately 1 per cent of total exchequer tax receipts in 2023). Over the next six years (2024 to 2030), the report estimates, the tax will raise €8.8 billion in exchequer revenue, approximately €6.4 billion of which will be directly allocated to climate actions in this period on a no-policy-change basis. SBCI and BVP launch €50m Green Transition Finance product The Strategic Banking Corporation of Ireland (SBCI) and Business Venture Partners (BVP) have announced a partnership with the launch of a new €50 million financing initiative. Designed to support the green and sustainable transition of Irish businesses, the ‘Green Transition Finance product’ is tailored to meet the needs of SMEs and Small Mid-Caps investing in sustainable and green projects and assets, as well as those already operating in a sustainable manner, subject to specific criteria. Loans range from €500,000 to €5,000,000 for terms up to 10 years, with competitive interest rates and flexible repayment terms tailored to support business growth. Boards and climate change The annual FTSE 350 Boardroom Bellwether survey, recently published by the Chartered Governance Institute UK & Ireland, has reported that only 29% of boards in the UK see climate change as a very important driver of risk (compared with 45 per cent last year). Supply chain disruption was likewise only ranked as a very important risk by a third of board, despite, a paper published in Nature in March 2024, concluding that heat stress alone will have impacts on supply chains of an estimated $25tn net losses by mid-century. The report did find that companies in the UK are performing well in making their boards more diverse and inclusive, with 76% of boards satisfied that their company policies and guidelines about ethnic minorities in the workplace are fit for purpose. Climate Tech Opportunity in Ireland A new report highlighting opportunities to unlock economic growth and simultaneously tackle climate change through the climate tech companies has published. ‘The Irish Climate Tech Opportunity 2024’ – the second such report published by SustainabilityWorks and PwC Ireland – showcases 22 entrepreneurs and companies from industries as diverse as construction, food, and transport. The report calls on the Irish government to recognise Climate Tech as a sector in its own right and to provide targeted funding and supports across this nascent ecosystem. Europe News Accountancy Europe has published a factsheet to help the accountancy profession in its role in supporting companies enforce the new Corporate Sustainability Due Diligence Directive (CSDDD). This law introduces mandatory due diligence obligations to EU and non-EU large companies and establishes liability in case of non-compliance. Small and medium-sized businesses (SMEs) will also be affected as they are part of value chains. MEPs have expressed deep concern about increasing intensity and frequency of extreme EU and global weather events. In the past 30 years, floods in Europe have affected 5.5 million people, taking almost 3,000 lives and causing more than EUR 170 billion in economic damage. The summer of 2024 was the hottest on record globally and in Europe. In a resolution on the devastating floods in Austria, Czechia, Germany, Hungary, Poland, Romania and Slovakia, approved on Thursday 19 September, MEPs express dissatisfaction with recent budget cuts to the EU’s Civil Protection Mechanism and have called for sufficient and upgraded funding to increase preparedness and improve capacity building. World news It was New York Climate Week this week. Now in its 16th year, this week-long event aims to inspire change in the mainstream of business and government. Climate Week NYC’s overall message this year was “It’s Time”, highlighting the urgency of acting decisively now, rather than deferring bold climate action to the future. New York Climate Week takes place every year in partnership with the United Nations General Assembly (UNGA) and is run in coordination with the United Nations and the City of New York.  Women climate leaders, including former Canadian environment minister Catherine McKenna and the German government’s special climate envoy, Jennifer Morgan, together with women from business, politics and non-profits, have launched the “women leading on climate network” at Climate Week NYC. Part of the group’s mandate is to empower women business leaders to step up and speak out on climate action.  Top leaders in global sustainability standard setting, regulation, and accounting, including IFAC, the IFRS Foundation, and IOSCO, attended Accelerating Climate and Sustainability-Related Disclosures: A Global Perspective, on September 23 as part of Climate Week NYC. The objective of the event was to advance global adoption and implementation of the ISSB Standards and build an understanding of sustainability assurance in its early days. For more information and to be notified of the release of the recording, please reach out to climateweek@ifac.org A report by the Cambridge Institute for Sustainability Leadership says there is a “very real risk” that corporate action to address sustainability issues is negatively impacting the climate and nature crisis. The report, Survival of the Fittest: From ESG to Competitive Sustainability, calls for ESG to be replaced with a “competitive sustainability” agenda, with, with business leaders focusing on how their company can “compete and win” within a whole-of-economy transition, rather than setting sustainability targets. The Hague has become the first city in the world to pass legislation that bans the advertising of fossil fuel related products. In this week’s Sustainability/ESG bulletin read about the upcoming Sustainability Reporting and Assurance diplomas from Chartered Accountants Ireland and a call for accountants to participate in an ENACT workshop. Also covered are new sources of climate funding, developments in renewable energy financing, investment in entrepreneurship programmes aimed at women, the Draghi report, and the usual resources, articles and upcoming events. Ireland news 2024 Climate Action Plan Report shows progress towards targets The Department of the Taoiseach has described the latest progress report on the 2024 Climate Action Plan as showing “continued progress towards Ireland’s climate targets”, with 20 out of 33 new actions completed on time. The statement comes after the recent publication by the EPA of provisional greenhouse gas emissions for Ireland for 2023, showing a reduction of 6.8% (excluding land emissions) compared to 2022, with emission reductions in almost all sectors. Climate funding made available Climate Actions Work, a campaign and fund specifically aimed at climate engagement, has been launched to support and inspire people to take action and talk about the climate actions that can improve their local areas. The campaign will include national radio, print and social media broadcasts to amplify climate actions already happening, with a particular focus on local media linked to local actions. The fund will be administered by Community Foundation Ireland. €27 million in funding under the Community Climate Action Programme has also been provided to local authorities to partner with community groups, supporting initiatives like community gardens, solar energy, EV charging, and community composting. The programme comprises a national Climate Action Fund allocation of €24 million and €3 million provided by the Government’s Shared Island Fund to support cross-border and all-island community climate action initiatives. CSO publishes ‘ecosystem accounts’ for forests and woodlands The Central Statistics Office (CSO) has published Ecosystem Accounts - Forests & Woodlands 2012-2022, as part of the CSO Frontier Series Output. It is the first time the CSO has produced a full set of ecosystem accounts for one of Ireland's ecosystems. International politics are shifting towards frameworks of environmental policies that aim to  achieve sustainable development and increase human well-being in the coming decades. Ecosystem accounting has a role to play in the development and monitoring of such policies by offering a unique approach through the ecosystem perspective. Fourth Renewable Electricity Support Scheme (RESS 4) auction results announced The provisional results of the fourth Renewable Electricity Support Scheme (RESS 4) auction have been announced, provisionally procuring over 2GWh (2,071 GWh), or enough energy to power up to half a million homes. Ireland's target, as set out in the government's Climate Action Plan 2024, is to achieve 80% renewable electricity by 2030. To deliver this a minimum of five RESS auctions are to occur between 2020 and 2025. The RESS provides pathways for renewable developers to plan and develop their projects. Offshore wind projects can participate through dedicated offshore auctions. Separately, the European Investment Bank (EIB) and the Irish Department of Transport have formally announced an advisory cooperation to assess capacity, demand and financing strategies required for the development of ORE (Offshore Renewable Energy) port infrastructure. This infrastructure is crucial for the development, construction, and long-term operation and maintenance of offshore wind projects in Irish waters and economic activity. The new advisory cooperation aims to evaluate the scale and nature of investment needed to upgrade port infrastructure in order to unlock the estimated €30 billion in investment in offshore renewable projects in Irish waters. Irish Sovereign Green Bond (ISGB) Allocation Report 2023 publishes The National Treasury Management Agency (NTMA) has published the Irish Sovereign Green Bond (ISGB) Allocation Report for 2023 and the Impact Report for 2022, both issued by the Government of Ireland. A total of €521 million was allocated to eligible green projects in 2023. Both reports and an excel file of the Impact Report are available here. Report into Ireland’s farming climate action publishes A new report published recently by Ifac - Ireland’s farming, food and agribusiness specialist professional services firm – has found that 90% of Irish food companies are now actively taking climate action, positioning sustainability as a central focus alongside global expansion efforts. Getting your business fit for export, Ifac’s 2024 Food and Agribusiness Report (the seventh in the series) contains insights from industry leaders in over 120 food and agribusinesses. Sustainability at Senior Cycle Minister for Education Norma Foley, TD, has launched the two new Senior Cycle subjects: Leaving Certificate Drama, Film and Theatre Studies; and Climate Action and Sustainable Development. 43 schools will introduce Climate Action and Sustainable Development from the start of the 2025/26 school year. Climate Action and Sustainable Development will develop students’ capacity for informed and meaningful action for a just and sustainable world as they engage with key sustainability challenges including the climate crisis. Students will be empowered to build their understanding of a number of interconnected core concepts and principles related to climate action and sustainable development. Northern Ireland/UK news InterTradeIreland, in partnership with Invest Northern Ireland and Enterprise Ireland, have introduced eight new entrepreneurship programmes designed to empower women and help them collaborate, learn, grow and scale their business. Alongside cross-border clusters and sustainability innovation investment, a key element of the Shared Island Enterprise Scheme is dedicated to fostering women’s entrepreneurship on an all-island basis, of which these programmes are the first stage. Further announcements as part of the wider Shared Island Enterprise Scheme will follow in the coming months. Europe news The Draghi Report on “The future of European competitiveness” was presented to the President of the European Commission on 9 September. The 400-page report by former Italian prime minister and president of the European Central Bank Mario Draghi, grouped its findings around three pillars: innovation, decarbonisation and dependency. Decarbonisation, the report says, should be used as a tool for competitive advantage, with Europe needing to decouple the price of natural gas from renewable energy so as to reduce energy prices and allow the benefits of clean energy to be passed on to consumers. The report also suggested that Europe needs to mobilise at least €700–850 billion in investments a year and that common asset funding and joint debt could be used to finance this upscale in investment.   The European Commission has released a paper discussing how the shift to climate neutrality will affect public finances. The paper, Fiscal Challenges in the Green Transition: A Global Perspective, looks identifies the fiscal implications of the transition to climate neutrality on government budgets, assesses the revenue boost from carbon pricing and the eventual decline as emissions reduce and suggests possible options to broaden the tax base and introduce innovative sources of financing for fiscal sustainability. SMEs face barriers and challenges in carrying out energy efficiency upgrades to commercial buildings. One of these barriers is finance. SustainabilityWorks has developed an outline of a financial decision-making tool which could direct SMEs to the grants, low-cost loans and tax reliefs available, as well as providing insights into other financing options such as asset finance, solar power purchase agreements, lighting as a service, solar as a service etc.  SustainabilityWorks is seeking accountants who have worked with SMEs to review the tool to see whether it would overcome some of the complexities around the financing angle. (Commercial buildings are defined as offices, hotels, pubs/restaurants, heated/lit warehouses and leisure facilities.)  Participants will be credited in the final reports to be issued by the SEAI-funded ENACT research project, that will inform national policy with a view to accelerating the retrofit of commercial buildings nationally and making a meaningful contribution to meeting national decarbonisation targets. Ireland Costs still primary driver and obstacle to SMEs sustainability action A survey commissioned by Uisce Éireann which published this week has found that cost remains both the primary driver and obstacle in SMEs taking sustainability action. The Chartered Accountants Ireland SME and SMP Sustainability Workshop Chartered Accountants Ireland is running an online workshop for SMEs and small/medium accounting practices (SMPs) who want to get ahead of the sustainability curve. The interactive half-day session will cover the impact of ESG policies and trends on business. Also covered will be the impact of CSRD, the steps to create a sustainability small practice, opportunities to advise on ESG now and in the future, and sources of sustainable finance available. If you run or advise an SME, join us on Friday 13 September from 9.30am. ‘B-’  grade for Irish Government’s climate progress Ireland has received a ‘B-’ from leading Irish academics for its progress on the climate and environmental commitments in its Programme for Government. The grade, an improvement on last year’s C+, was given as part of a project commissioned by the Friends of the Earth Ireland. In awarding the Government the B- grade, the report acknowledged that Ireland has ‘turned a corner’ away from its ‘climate laggard’ origins, but that momentum will have to accelerate over successive governments to make Ireland a genuinely sustainable economy. Non-Domestic Electricity Consumption figures released Figures released by the Central Statistics Office (CSO) show that restaurants/public houses consumed more than twice the electricity per square metre of offices in 2023. The figures included in the Non-Domestic Electricity Consumption by Building Energy Ratings 2023, show that the next highest consumption was by retail, followed by offices, primary health care, and community/day centres. A revised and updated Sustainable Finance Roadmap A ‘revised and updated Sustainable Finance Roadmap’ is among the achievements noted in the 2023 progress report of the Ireland for Finance strategy. The Progress Report 2023, which published this week, provides an update on the 12 measures that were due for reporting last year under the Ireland for Finance strategy. This strategy first published in 2019 and aims to further establish Ireland’s position as a global location of choice for companies operating in the financial sector. The five core themes of the strategy are fintech, sustainable finance, diversity and talent, regionalisation and promotion, and operating environment. Online Survey for the next National Strategy for Women and Girls The Department of Children, Equality, Disability, Integration and Youth has issued an Online Survey as part of its development of the next National Strategy for Women and Girls. This new strategy will expand on the progress made to date and aims to help advance the rights of women and girls. The survey will be open until 30 September, after which the Department will begin a series of in-person consultations to further inform the strategy’s development. Participants can submit their own views (anonymised) or those of an organisation they represent. Separately, figures recently published by Central Statistics Office (CSO) how that Q2 2024 saw the highest participation rate for females since the series began in 1998, with females representing 61.4% of the labour force, up from 61% in the same quarter in 2023. Northern Ireland/UK news Funding and training available A new programme has launched in Northern Ireland to support SMEs taking climate action and reducing their CO2 emissions. Developed by Business in the Community Northern Ireland (BITC) and partially funded by the British Business Bank, the programme will help participating businesses to build capacity, assist with net-zero planning, and increase levels of reporting and capacity-building to enable delivery of immediate and long-term climate action. More details. Applications are also open for the Women in Business ‘Explore It’ programme for women at the pre-start (idea stage) or early stage of trading in their business. Training will address a wide range of business start-up issues and help to build confidence and grow business skills. The application deadline is midday on Friday 11 October 2024. All-Ireland Sustainability Awards open Applications are open for the All-Ireland Sustainability Awards, which celebrate organisations that have excelled in improving their environmental, social, and financial performance to create a more sustainable future and drive a greener economy.  Applicants can submit multiple projects across various categories, which include Tech for Good, Sustainable Tourism, Green Marketing, and Net-Zero Initiatives. The Awards are free to enter and the deadline for entry is 1pm on Friday 6 September. Calls for lobbying to be included in companies’ climate reports The University of Oxford’s Smith School of Enterprise and the Environment, in association with the non-governmental Exponential Roadmap Initiative have stated that current climate standards must be expanded to include a company’s broader influence on climate action in order  to deliver net zero. The report further states that current reporting standards fail to incentivise broader climate action and can even discourage it. Calls for a just transition and investor action in the mining industry The London School of Economics’ Grantham Research Institute on Climate Change and the Environment has published a report setting out the importance of a just transition in the mining sector and presenting a framework for investor action. Included in the report’s eight recommendations is a call for investors to “deepen their engagement efforts” with mining companies and state-owned enterprises around a just transition, and to inform governments of their expectations for just transition policies. World news Earth Overshoot Day – 1 August 2024 Earth Overshoot Day fell on 1 August this year. This is the date on which humanity’s demand on nature’s resources surpasses Earth’s capacity to regenerate them for the given year. The date is calculated by the international sustainability organisation Global Footprint Network. For the remainder of this year humanity lives on overuse, further depleting the biosphere, and increasing pressure on the planet. Heat-related impacts study A new modelling study in the Lancet using data on 854 European cities has found that heat-related deaths could triple in Europe by 2100 under current climate policies, as climate change expected to exacerbate heat-related morbidity and mortality presents unprecedented challenges to public health systems. Effectiveness of climate policies A new study on climate policies has found that just 63 policies were effective at reducing emissions. The study, which examined 1,500 climate policies implemented over the past 25 years, found that ‘effective but rarely studied’ policy combinations highlight the important role of price-based instruments in well-designed policy mixes and the policy efforts necessary for closing the emissions gap. Board-level climate knowledge A study by ESG-rating-provider MSCI has found that investors’ assessments of how prepared a company is to deal with climate-related financial risks is being made difficult by a lack of stringent criteria setting out exactly what it means if corporate board members claim to have climate expertise. The study also found that few boards had multiple climate experts, and 65% had no climate experts at all. ‘Accounting for a Better World’ The International Federation of Accountants (IFAC) has published an article on the pivotal position it says accountants occupy in driving sustainable business practices. Accounting for a Better World: Insights from IFAC’s Professional Accountants in Business Advisory Group outlines multiple opportunities where professional accountants can have an impact. SMEs and sustainability action - costs remain driver and barrier

  A survey commissioned by Uisce Éireann which published this week has found that costs remain both the primary driver and obstacle in SMEs taking sustainability action. The survey, which interviewed the owners of more than 350 small- and medium-sized businesses, sought their opinion on the importance of investing in sustainability for their businesses and customers. It also examined the barriers that currently exist to investment in the area.  The survey found that for seven in 10 SMEs said cost savings is the primary driver in decision-making on sustainable investment, but cost concerns remain the primary obstacle for almost 70% of SMEs. The survey also revealed that 9 in 10 businesses still intend to maintain or increase their investment in sustainable practices in the coming year, but there has been a slowdown overall in the number of businesses planning sustainability investments, falling from 20% in 2023 to 15% in Q2 2024.  75% of companies surveyed intend to maintain levels of investment, with 15% planning to increase it, but only 11% have accessed external expertise in the past 12 months. Speaking about the survey findings, David Broderick, Director of the Small Firms Association (SFA), said: “it is worth noting that small businesses are still operating in a high inflation economy with 68% of SMEs claiming that costs remain a primary barrier to investment.” The top three areas where SMEs are most actively tackling environmental issues are reducing their energy use, waste, and plastics. The proportion of businesses taking measures to conserve water is at its highest level in three years, with more than seven SMEs in 10 say they are conserving water, and a 10% decrease over the same period in the number who say it is ‘not on their radar’ (31% in 2022 to 28% in Q2 2024.)

Ireland/Northern Ireland news New Seed and Venture Capital Scheme to help SMEs scale with a focus on ESG and sustainability  The Minister for Enterprise, Trade and Employment, Peter Burke, T.D., has announced a new cycle of the Seed and Venture Capital Scheme. The new cycle will operate from 2025 to 2029 and will have a record allocation of €250 million. Administered by Enterprise Ireland, the Scheme will provide funding for Irish companies in their early stages of development. Commenting on the announcement, Leo McAdams, Enterprise Ireland, said that the scheme will play a role in stimulating the Irish economy, by supporting SMEs to, among other things, “scale with a focus on ESG, sustainability and regional activity.” Northern Ireland’s Low Carbon/Net Zero Sectoral Action Plan   Northern Ireland’s Economy Minister Conor Murphy recently launched sectoral action plans for seven of the most innovative, productive and internationally oriented parts of the region’s economy. The Low Carbon/Net Zero Sectoral Action Plan in particular mentions that the region can become a ‘greenshoring’ destination of choice for companies wishing to establish a low carbon/net zero manufacturing base and supply chain.  Read the plan here. Europe news A new European Environment Agency (EEA) review of the EU’s Climate-ADAPT online platform shows that sharing examples of adaptation actions can boost learning across the EU to help societies better prepare for climate change. The  briefing, Preparing society for climate risks in Europe, stresses the need to scale up adaptation measures and actions across all policy sectors and governance levels to address escalating climate risks like extreme heat, drought, wildfires and flooding. The review comes after record-breaking high temperatures across Europe in July, which saw heatwaves causing loss of life, particularly in Southern Europe.  World news A new report finds ‘stark gaps’ in corporate environmental and social responsibility. The Nature Benchmark, published by the World Benchmarking Alliance’s (WBA), tracks and measures how over 800 major corporations across 20 industries are reducing their negative impacts on nature and contributing to the protection and restoration of ecosystems. The study found ‘a pervasive gap’ between the high-level commitments made by many large corporations to safeguard nature and the tangible action plans required to realise these commitments, and deficiencies in collecting and disseminating robust data to substantiate claims of meaningful progress. CSO offices publishes ESG information for first time

The Central Statistics Office (CSO) has published Environment, Social and Governance Reporting: Data for the Enterprise Economy 2024. This is the first time the CSO has published environment, social and governance (ESG) information, and is one of the first European statistical offices to do so. Commenting on the publication, James Hegarty, Statistician, described the primary aim of this release “to raise awareness around ESG and corporate responsibility, and what it will increasingly mean for a range of Irish enterprises.” There are chapters on climate change, pollution, the workforce, governance, and other relevant ESG topics. The release finds that while Irish enterprises are making progress in terms of increasing the use of renewable energy and improving building energy ratings, there is still a significant journey to be travelled in terms of further reducing overall emissions. The most recent provisional 2023 emissions data, released by the Environmental Protection Agency on 8 July 2024, shows that greenhouse gas emissions (including Land Use, Land Use Change, and Forestry) were 7.8 percent lower than in 2018, with a distance to travel to the National Climate Ambition of a 51 percent reduction by 2030. In terms of the workforce, Irish enterprises are performing well in terms of overall employment, but improvement is still needed in terms of reducing the gender pay gap and increasing female representation on boards. In 2022, the gender pay gap for Ireland was 9.6 percent and mean earnings for females were €25.06 while mean earnings for males were €27.73. Only one in four members of Boards of Directors in Ireland were female in 2023, up from almost 22 percent in 2021. The release is part of the CSO Frontier Series which presents a series of environmental, social, and governance data that bring a heightened awareness to the non-financial performance of the enterprise economy in light of regulatory developments. The CSO is planning on developing a corporate responsibility/ESG dashboard in 2025. This will be an evolving and fluid space that will allow for additional quantitative and qualitative data sources to be added over time.

National Economic Dialogue 2024 - "A more shock-prone world"

The report from the Chair of the National Economic Dialogue 2024, which took place on 27 May, has published, and describes a “more shock-prone world” with changing global trade and investment patterns presenting significant implications for the domestic economy.  Under the broad headings of competitiveness and inclusion, four specific themes emerged as the key areas of concern. Public service delivery Challenges facing the SME sector Housing and infrastructure and Labour markets A breakout session on climate actions and the green transition discussed the impact of the green transition on Ireland’s international competitiveness. It pointed to how Ireland is operating in a global market and with vast investment in the green economy by the US and China. This, and the resulting actions by other EU governments, presents a danger that Irish businesses are losing a level playing field. There was a call to review how the tax system and further regulatory and policy certainty can assist with supporting the competitiveness of Irish businesses, particularly in giving confidence to businesses and industry to undertake the kind of long-term investments that are needed from the private sector for the green transition. There was a strong desire for multi-year budget policies that span Governments to remove the perceived risk to those investing in the green transition. Under the theme of ‘the challenges of sluggish and disjointed systems’, actions were suggested that could make it easier to access supports, including positive tax provisions. Carbon contracts for difference, which gave some certainty for investors, especially in the higher interest rate environment, were mentioned as a possible avenue for exploration.

Budget process contributor tracking sustainability indicators publishes The Government has published 'Understanding Life in Ireland: The Well-being Framework 2024', showing Ireland’s performance on 35 indicators, across 11 dimensions. Of the 15 indicators considered particularly important for sustainability (economic, social and environmental), seven perform well over time and Ireland compares favourably with other countries in four. The Environment, Climate and Biodiversity dimensions performed negatively, though, both over time and in comparison, internationally. Report finds deficits in Ireland’s competitiveness The National Competitiveness and Productivity Council (NCPC) has warned that the current strain on utilities means business demand could soon outstrip supply with ramifications for inward investment. The Competitiveness Challenge 2024 report, which published last week, set out a range of key challenges facing Ireland’s economy, which included “persistent deficits” in energy and water representing a serious “reputational risk for Ireland”. NESC calls for work quality across all sectors The National Economic and Social Council’s (NESC) also published a report advocating for improving work quality across all economic sectors. The report, titled Towards a National Better Work Strategy calls for targeted state intervention and greater integration of social policy, productivity, and skills development. Key recommendations include sectoral taskforces, social partner involvement, comprehensive research programs, and a focus on workplace innovation. Separately, the Minister for Social Protection, Heather Humphreys TD, launched Work and Access, a new Employment Programme aimed at removing barriers that disabled people may face in the workplace. The programme offers seven key grants for supports ranging from equipment to training. UK/Northern Ireland news Launch of open call for energy research The Department for the Economy has launched an open call for energy research, with £400K funding available. The research funded will directly contribute to the evidence base that will support policy-making associated with the Energy Strategy. Survey into impact of plastics-related regulatory changes The Office for the Internal Market (OIM), part of the Competition and Markets Authority (CMA), has launched a study on the economic impacts of measures to reduce the use of single-use plastics, which can help with the development of future policy by governments. OIM is seeking views from businesses about their experience of dealing with regulatory changes in relation to single-use plastics. They have issued an online survey which is available here until 16 September. Europe News EFRAG releases study on early implementation of ESRS The European Financial Reporting Advisory Group (EFRAG) has published a study that sets out preliminary practices related to the implementation of European Sustainability Reporting Standards (ESRS). The conclusions of the study are based on interviews of 28 large EU-headquartered undertakings across eight sectors split between financial and non-financial enterprises. The report, titled State of play as of Q2 2024 | Implementation of European Sustainability Reporting Standards (ESRS): Initial Practices from Selected Companies' has a section ‘Preliminary observed ESRS implementation practices’ which sets out practices and challenges observed by a sample of large companies in the initial stages of ESRS implementation focusing on four areas: The double materiality assessment Data points Value chain and ESG reporting organisational approaches CSDDD enters into force The EU Corporate Sustainability Due Diligence Directive (CSDDD) has come into force after a lengthy legislative process during which it was approved by the EU Parliament in April 2024, adopted by the EU Council on 24 May 2024, published in the EU's Official Journal on 5 July 2024, and entered into force on 25 July 2024. EU member states now have 24 months to transpose the legislation into national law. The Directive  aims to foster sustainable and responsible corporate behaviour throughout global value chains. It applies to EU and non-EU companies with a turnover over €150 million and smaller companies in certain sectors. The European Commission has announced that it will start infringement procedures against Ireland and several other members states in the field of, among things, environment, calling on it to meet waste collection and recycling targets. Ireland has two months to respond and address the shortcomings raised by the Commission. In the absence of satisfactory responses, the Commission may decide to issue reasoned opinions. Ireland news Department of Finance energy and vehicle tax strategy paper publishes The total yield from energy and vehicle taxes was €4.3 billion in 2023, representing 5 percent of overall tax receipts for 2023. This is according to the Energy and Vehicle Taxation Tax Strategy Group (TSG) paper, published this week by the Department of Finance, with the aim of informing budgetary policy. Read more here. Ireland's commitment to accelerating action on UN SDGs Minister Ossian Smyth, Minister of State at the Department of the Environment, Climate and Communications, has reaffirmed Ireland’s commitment to the full implementation of the UN Sustainable Development Goals (UN SDGs). Minister Smith delivered Ireland’s National Statement at the UN High-Level Political Forum on Sustainable Development in New York last week, where he also highlighted the shared responsibility for the implementation of the 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015. The outcomes of the Forum will build towards the Summit of the Future, which will take place on 22-23 September, during the UN General Assembly High-Level Week 2024. National Energy and Climate Plan (NECP) 2021-2030 Ireland has submitted its updated National Energy and Climate Plan (NECP) 2021-2030 to the European Commission. Whereas the annually updated National Climate Action Plans reflect new policies and measures to increase Ireland’s ambitions in pursuing energy and climate targets, the NECP acts more as a collation of existing policies, measures and actions, such as the Climate Action Plan, the National Development Plan, and Project Ireland 2040. It also provides an analysis of how Ireland is performing relative to EU-wide targets and will identify gaps and areas that Ireland can improve on, which should be reflected in updated policies and measures in subsequent Climate Action Plans. Research finds air pollution link with mental health Research published by the Economic and Social Research Institute (ESRI) and funded by the Environmental Protection Agency (EPA) has found that long-term exposure to air pollution is associated with poorer mental health in older people. Commenting, one of the paper’s co-authors, Professor Anne Nolan, noted that measures to reduce pollution from industry, transport and agriculture will be required to hit the targets set out in the recent Clean Air Strategy, which commits to the achievement of the WHO air quality guidelines by 2040. Data centres 2023 electricity consumption Figures released by the Central Statistics Office (CSO) this week show that data centres in Ireland now account for 21 percent of the total metered electricity consumption in the State, a four-fold increase on 2015 consumption of 5 percent. In comparison, urban and rural households used 18 percent and 10 percent respectively. Skills for sustainability reporting on nature Business for Biodiversity Ireland, in partnership with National Parks and Wildlife Service, is carrying out research into the biodiversity skills required to run a sustainable business in Ireland. They have created a survey for businesses to help them identify the skills, knowledge and competencies that may not yet be represented in their businesses. The survey takes two minutes to complete, and the findings will be presented to the Skills and Labour Market Research Unit and other relevant entities for their consideration. UK/Northern Ireland news HMRC has published provisional 2023/24 data on exchequer receipts from a range of environmental taxes, including the climate change levy. Overall receipts for 2023/24 are expected to be lower than in 2022/23. The total provisional Climate Change Levy (CCL) and Carbon Price Floor (CPF) receipts for the financial year 2023 to 2024 were 13% lower than the financial year ending 2023 and the total provisional Landfill Tax (LFT) and Aggregates Levy (AGL) receipts were 22 percent and 8 percent lower, respectively, than the financial year ending 2023.   Europe News Ursula Von der Leyen was re-elected as EU Commission President for a second term insisting the EU “stay the course” on the goals set out in the European Green Deal. A new law on sustainability requirements for a wide range of everyday household products has entered into force in the EU. The Ecodesign for Sustainable Products Regulation (ESPR) will enable requirements to be set with the aim of  ensuring products last longer, are easier to repair/recycle, contain more recycled materials, and are more energy and resource-efficient. Work will now focus on implementing the regulation. The European Commission has selected 134 transport projects to receive over €7 billion in EU grants  for sustainable, safe and smart investment in infrastructure. Ireland is set to receive €157.5 million, with Dublin Port's receiving €73.8 million and the Port of Cork €38.4 million. The remainder will fund multi-country EU projects with participation of an Irish national entity. The insurance industry has set out its priorities for a more prosperous, resilient, and competitive European Union. Insurance Europe calls on EU policymakers to continue to tackle climate change, with concrete actions on climate adaptation and strengthening resilience. Applications are open until 25 September for the 2025 European Prize for Women Innovators, celebrating women entrepreneurs who drive positive change. Categories include Women Innovators, Rising Innovators, and Women Leadership, with prizes up to €100,000. World news The International Organization for Standardization (ISO) has announced it will develop its first international standard on net zero, with a planned launch at COP30 in November 2025. The standard is an evolution of the ISO Net Zero Guidelines (launched at COP27), into an independently verifiable international standard, providing clear guidelines and robust requirements to support the net zero transition. Thousands of experts are expected to collaborate on the new standard, integrating the latest climate science. IFAC has pulled together numerous resources available for small- and medium-sized practices (SMPs), including a Small Business Sustainability Checklist . This is a diagnostic tool that SMPs can use with their SME clients to help them start their sustainability journey. Department of Finance energy and vehicle tax strategy paper publishes

The total yield from energy and vehicle taxes was €4.3 billion in 2023, representing 5 percent of overall tax receipts for 2023. This is according to the Energy and Vehicle Taxation Tax Strategy Group (TSG) paper, published this week by the Department of Finance, with the aim of informing budgetary policy. In the paper, the Department states that it does not recommend a Car Parking Levy at this time, identifying a number of non-tax measures which could be implemented instead to achieve the same objectives in a more efficient and/or equitable manner. Examples include congestion charges, road usage charges, Clean Area Zones and Low Emissions Zones, ‘Cashing out’, reallocation of road space, increased investment to enable sustainable mobility, remote working policies, and direct expenditure on alternative routes or modes of public transport. The paper also identifies fiscal measures which could potentially raise revenue for the Exchequer and encourage behavioural change linked with reducing road transport emissions. Proposals include: an extension of the VRT relief for battery electric vehicles a 1 percent VRT rate increase across bands 11-20 (which would only affect cars with above average emissions), and which is estimated to raise €26 million based on 2023 registrations increasing the VRT NOx surcharge by €5 per mg/km, which would raise €15.5 million; and certain changes to capital allowances thresholds.

Also covered are funding updates from Northern Ireland and Europe, and the usual awards, jobs, articles, resources and events.   Ireland news New Government report identifies the barriers to climate action A new report from the Department of the Environment, Climate and Communications highlights the barriers people experience in taking climate action, including the barriers faced by business and the support and guidance needed to take part in climate action. The report, 'Climate Conversations 2023 – From Individual Action to Collective Engagement', builds on the Environmental Protection Agency's ‘Climate Change in the Irish Mind’ study, and provides insights into the "attitude behaviour gap" that can help shape climate policy and public engagement that speaks to people directly. NTMA’s 2024 mid-year review The National Treasury Management Agency (NTMA) has published its 2024 mid-year business update. The update notes that investors have reacted favourably to the establishment of the two new savings funds, the Future Ireland Fund and the Infrastructure, Climate and Nature Fund. ISIF has further strengthened its programme of investments across its priority themes, and is ahead of schedule in its 5-year €1bn Climate Action programme, with over 77% of the total already committed after a little over three years. NewERA, meanwhile, has provided financial and commercial advice to Government Ministers and Departments, with a particular focus on climate and Ireland’s transition to a low-carbon economy. CSO figures show increase in business energy use The Central Statistics Office (CSO) recently published statistics on business energy use in 2022, which found that energy use by Irish resident enterprises increased by 22% in 2022. There was a 1.3% increase in energy use by the industry sector while it rose by 47% in the services sector. The cost of energy purchases by Irish resident enterprises increased by 83% from €8.8 billion in 2021 to €16.2 billion in 2022. Overall, the services sector accounted for 54% of business energy use in 2022. The total quantity of renewable energy purchased by enterprises in the industry and services sectors was 8% higher in 2022 compared with 2021. Irish Science Media Centre to tackle rising misinformation A new all-Ireland Science Media Centre (SMC) has opened on a pilot basis to combat misinformation in news media and foster a deeper public understanding of science. Its objectives include tackling misinformation, enhancing public understanding of science, championing higher standards in science reporting and communication, improving science literacy in news media and the wider public, and providing policymakers with evidence-based information on topical controversies through the news media. The pilot is part of the development of the global network of Science Media Centres. Earlier this year, the World Economic Forum warned that AI-driven misinformation is now world’s biggest short-term threat. IAFA & IAASA Collaborations The Irish Accounting and Finance Association (IAFA) and the Irish Auditing and Accounting Supervisory Authority (IAASA) are delighted to launch a research funding competition to support and advance research projects for IAFA members. Applications from researchers within all accounting and finance disciplines are welcome from now until 30 September. Projects that can demonstrate relevance to policymakers, standard setters, regulators, as well as the academic community, professional advisors and business owners are particularly welcome. Research projects with a specific focus on the following areas are encouraged (see call document for specific topics): Sustainability in Accounting Education, Sustainability Reporting, Sustainability Assurance, Audit Quality. UK/Northern Ireland news Proposed changes may ban zero-hour contracts Economy Minister Conor Murphy has proposed changes to employment law in Northern Ireland that could ban zero-hour contracts. The consultation aims to introduce new legislation next year, potentially replacing zero-hour contracts with a "banded hours" system, ensuring workers are guaranteed an average number of hours annually. Another proposal includes granting workers the right to one week of unpaid carers leave every 12 months, aligning Northern Ireland with the rest of the UK. The consultation will run until the end of September with the responses informing the draft legislation. Funding for investment in sustainable technologies – manufacturing sector Funding has been made available to businesses developing sustainable technology solutions for the manufacturing sector. The funding is available under The Investment Readiness Programme, part of the Made Smarter Innovation Sustainability Accelerator. Eligible businesses must be registered and active in the UK, and looking to raise investment and grow their business in the next six to12 months. Where next for SMEs and Net Zero? The UK Energy Research centre ran a webinar ‘Where Next for SMEs and Net Zero?’ on Tuesday 18 June 2024. The recording is now available on the UKERC website, where you can also download presentations and see related reports from UKERC's ‘SME Governance for Net Zero’ research project.  Europe News Denmark is reportedly set to introduce the world’s first carbon tax on agriculture after a an agreement between the Danish government, farmers, the food industry, and environmental groups. The law is expected to be approved by the Danish parliament later this year, with farmers reportedly to be charged “almost €100 a year” per cow once the levy rolls out in 2030. A new strategic foresight report, published by the European Environment Agency, calls for the need to further align European economic, social and security policies with the climate and environmental objectives. The ‘Europe’s Sustainability Transitions Outlook’ report highlights the need to take a broader view on such priorities as security, competitiveness or fairness, recognising that Europe’s socio-economic systems and wellbeing of its citizens depend crucially on a healthy and resilient natural environment, a stable climate and long-term sustainable use of resources.  World news The UN Global Compact is launching a global community for SPARK designed for small and medium-sized enterprises (SMEs) participating in the UN Global Compact. The Compact is the world’s largest voluntary corporate sustainability initiative. Pride in sustainability

  A Pride festival in the UK has gained recognition for combining both inclusivity and sustainability in its operations. Worthing Pride, an annual celebration in the UK coastal town of Worthing, has implemented a waste management plan encouraging attendees to participate in green practices and including efforts to reduce single-use plastics, in order to reduce its environmental impact. It also offers a platform for local businesses and small business owners and artisans to showcase their products, both supporting local services/products and reducing the event’s carbon footprint. It is also promoting eco-friendly vendors among other sustainability initiatives. The event, which takes place in July, supports local environmental charities, with a direct focus on clean energy projects that benefit underrepresented communities or support LGBTQ+ environmental activists.

€300 million to drive the decarbonisation of manufacturing sectors

  The Minister for Enterprise, Trade and Employment, Peter Burke TD, has announced that €300 million will be available to drive the decarbonisation of Ireland’s industrial emitters over the coming years. The fund will be used by Enterprise Ireland and IDA Ireland to support client companies to reduce their industrial emissions between now and 2030 through the Environmental Aid scheme. The Minister also published the Decarbonisation of Industrial Heat Roadmap, which sets out what the operating environment for energy used in manufacturing will look like in the future. It identifies the key interventions necessary to decarbonise heat-use in manufacturing sectors, including the supports that are available to companies, forthcoming regulations, and the policies underpinning them. Commenting, Minister Burke said “I’m ringfencing €300m in funding to give these companies certainty that the government will support them in making these significant investment decisions so that Ireland can achieve our 2030 abatement target,” he said. Dara Calleary, junior minister for enterprise, said it was the job of every business, large and small, to decarbonise. “While it’s something we all have to do, it should also be seen as an opportunity for businesses to improve their competitiveness … Becoming more sustainable can help a business to attract and retain talented staff, as well as meeting the growing customer demand for greener products and services”. The vast majority of industrial emissions are generated by companies primarily in the food and beverage, cement, pharmaceutical, and chemicals sectors that are supported by Enterprise Ireland and IDA Ireland.

Read more  Government approves new greenhouse gas (ghg) emissions reduction strategy The Government has approved Ireland’s updated Long-term Strategy on Greenhouse Gas (GHG) Emissions Reduction. The strategy, which updates one prepared in 2023, links the shorter-term Climate Action Plans and Carbon Budgets and the longer-term objective of the European Climate Law and Ireland’s National Climate Objective. New public procurement strategy to be developed The Government has announced it is to develop a new national public procurement strategy to build on the public procurement reform programme established in 2013 and to align with the 2023 Better Public Services: Public Service Transformation 2030, . The move is to help achieve the Government’s long-term vision for public procurement, i.e. that it be sustainable, innovative, transparent and cost-effective. Adoption of Ireland’s revised National Recovery and Resilience Plan The EU Economic and Financial Affairs Council’s (ECOFIN) has adopted Ireland’s modified National Recovery and Resilience Plan (NRRP), which includes Ireland’s €240m REPowerEU Programme. Ireland’s modified plan is now worth €1.15 billion (in grants) and covers 19 investments and 11 reforms. The overall objective of Ireland’s NRRP is to contribute to a sustainable, equitable, green and digital recovery effort, in a manner that complements and supports the Government’s broader recovery efforts from the global Covid 19 pandemic. Government approves General Scheme of Environment (Miscellaneous Provisions) Bill 2024 The Government has approved the General Scheme of the Environment (Miscellaneous Provisions) Bill 2024. This Bill is intended to streamline the EPA’s licencing system by providing definite timeframes for decisions and more options for the Agency to efficiently regulate lower-risk activities and minor changes to licences. It also ensures that appropriate and proportionate environmental protections are in place. The General Scheme will be the basis of the Bill which will be brought to Government before being published and introduced in the Oireachtas. Government green lights sustainable water project A project, described as one of the largest and most important infrastructure projects in the history of the State, has received Cabinet approval in principle this week. The Water Supply Project aims to  develop a new, climate-resilient, long-term water source to meet the demands of a growing population and economy, including the need for housing and mitigating against the impacts of climate change. Following Cabinet approval, Uisce Eireann will submit a Strategic Infrastructure Development application to An Bord Pleanála next year with construction estimated to take 4-5 years. 20 New Sustainable Development Goal (SDG) Champions announced for 2024-2025 20 new organisations from across Irish society have been appointed Sustainable Development Goal (SDG) Champions, bringing to 54 the number of Champions in Ireland from programmes since 2019. These include Musgraves, the GAA, Macra na Feirme and Chambers Ireland. The chosen organisations will help raise awareness of the importance of the UN SDGs as a roadmap for a safer, fairer, more prosperous and sustainable future for all, that leaves no-one behind. UK/Northern Ireland news Funding for decarbonisation/waste reduction Funding has been made available under the Creative Catalyst Challenge Fund to finance research and development (R&D) of an innovative new product/system or process that decarbonises or reduces waste within the creative industries, reducing climate impact and/or leading towards net zero. The bespoke fund offers a total grant pot of £250,000 for creative entrepreneurs and businesses working within the creative industries in the UK. Find out more here. Carbon literacy training for businesses Accredited carbon literacy training is being offered to businesses in Northern Ireland by Business in the Community (BITC). The training is designed to improve understanding of carbon literacy and to explore the opportunities, risks and challenges of climate change. The training is accredited to meet the Carbon Literacy Standard and independently verified by The Carbon Literacy Project. Find out more here. Grant competition – ethnic minority entrepreneurs The Minorities Recognition Awards NI (MRANI) and Techstart Ventures have teamed up to launch the Innovators grant competition for ethnic minorities in Northern Ireland. The collaboration offers entrepreneurial individuals from ethnic minority backgrounds, who are resident in Northern Ireland and have a novel business idea, a chance to apply for grant funding of up to £10,000 to further develop their ideas. Greenhouse gas emissions bulletin A statistical bulletin on greenhouse gas emissions for Northern Ireland from 1990-2022, has been published by the Department of Agriculture, Environment and Rural Affairs (DAERA), and shows a decrease in 2022 of 3.0 percent compared with 2021, with a longer-term decrease of 26.4 percent compared with emissions in 1990. Read more here.   Europe News The European Environment Agency (EEA) has announced a decline in key air pollutant emissions across most EU Member States. 11 Member States – including Ireland – failed to meet their emission reduction commitments in 2022 for at least one of the five main air pollutants. The agency also published a review of the EU’s Climate-ADAPT online platform, which shows that sharing examples of adaptation actions can boost learning across the EU, Member States as well as regional and local authorities to help societies better prepare for climate change. The platform currently includes 134 case studies for learning and to inspire action.   The EU Commission has launched the European Solar Academy, the first in a series of EU Academies to be set up under the Net-Zero Industry Act (NZIA) to have in place the necessary skills along the net-zero technologies value chains. The role of NZIA academies is to develop learning content and programmes together with the industry, to ensure that sufficient skills and workforce in the value chain.   The European Union has disbursed €2.967 billion via the Modernisation Fund to support 39 energy projects in 10 EU Member States. These investments will support the modernisation of energy systems, reducing greenhouse gas emissions in the energy, industry and transport sectors, and improving energy efficiency. The goal of the investments is to help Member States to meet their climate and energy targets and contribute to the EU's long-term target of reaching climate neutrality by 2050.   The EU Commission has announced it proposes to allocate €2.4 billion for environment and climate action, from a proposed annual EU budget of €199.7 billion for 2025. Of the €2.4 billion, €771 million is for the LIFE programme to support climate change mitigation and adaptation, and €1.5 billion is for the Just Transition Fund to make sure that the green transition works for all. The proposed annual budget aims to support the EU in meeting its political priorities while integrating the changes agreed in the mid-term revision of the Multiannual Financial Framework (MFF) in February 2024.  World news The International Federation of Accountants (IFAC) has released resources to help accountants understand sustainability assurance. Sustainability Assurance: What to Expect is part of a part of IFAC’s ongoing initiatives to convene, inform and mobilise sustainability reporting and assurance stakeholders. IFAC is also inviting organisations to reach out to them with opportunities for further collaboration, and is encouraging producers and users of sustainability-related information to engage with one another to further a shared understanding of and commitment to high-quality sustainability assurance. Also, to mark World MSME Day (27 June), IFAC has published an article on Rising to the Challenges of Sustainability: New Opportunities for Supporting Small Businesses, outlining the four key challenges and opportunities  for the accountancy profession that identified by IFAC and shared with the United Nations toward the end of 2023. (See also this article from ICAEW on using AI to combat modern slavery) Carbon budgeting reported launched A research report, Carbon Budgets: Opportunities and Challenges for Irish Business, was launched this week by Minister Dara Calleary, Department of Enterprise, Trade and Employment, in Dublin’s Royal Irish Academy. Co-written by DCU Assistant Professor Dr Aideen O’Dochartaigh FCA, the report highlights the fundamental conflicts between Ireland’s industrial development and environmental goals. The report called for – among other things – coordinated efforts across entire value chains, substantial investment in new technologies, infrastructure and training, and forums to discuss growth, policy coherence and the future of key sectors, and to develop a shared socio-economic vision for a Net Zero Ireland. Funding under Circular Economy Innovation Grant Scheme (CEIGS) A call for applications for the 2024 funding round of the Circular Economy Innovation Grant Scheme (CEIGS) has been announced this week. The scheme aims to support innovation and circular economy projects by social enterprises, voluntary and community organisations and businesses with fewer than 50 employees. Total funding of €650,000 is available, with typical funding for projects anticipated to be in the range of €10,000 to €50,000. Details on the application process are available here and applications are open until 19 July. New Government resources on sustainability for business The Department of Enterprise, Trade and Employment has collated resources on sustainability for business: Sustainability is good for business. The pages define sustainability, provide links to a range of sustainability-focused consultancy options, training and grants, and case studies of companies successfully embedding sustainability practices in their businesses. Update to Enterprise White Paper plan The Department of Enterprise Trade and Employment (DETE) has published the Second Update Report on the White Paper on Enterprise Implementation Plan 2023-2024. The report details the work done in pursuit of priority DETE policy objectives such as integrating net zero and carbon commitments and placing digital transformation at the heart of enterprise policy. According to the report, 43 percent of the activities outlined in the first implementation plan have been delivered. Second National Adaption Framework publishes Ireland’s second National Adaptation Framework has published, setting out the potential implications of climate change for Ireland and outlining the national strategy for the development of adaptation measures. The Irish Fiscal Advisory Council estimates that costs associated with extreme weather events could be approximately €500 million a year (for example, to deal with cleaning up after flooding events). The framework will require government departments, infrastructure providers and local authorities to prepare a new cycle of adaptation plans for key sectors. Research shows consumers struggle to identify ‘greenwashing’ Consumers struggle to distinguish genuine and ‘greenwashed’ environmental claims in advertisements, according to the latest research from the ESRI. The EPA-funded study also reveals that consumers are less willing to purchase from brands they suspected of greenwashing, even if the environmental claim made by the brand was genuine. UK/Northern Ireland news The Institute’s Tax and Public Policy Team submitted a response the UK government’s “Consultation on the introduction of a UK carbon border adjustment mechanism” (“CBAM”). The response highlighted the urgent need for clarification in respect of the ongoing uncertainty as to how the EU CBAM will apply to Northern Ireland under the Windsor Framework, and specifically the application of the EU CBAM to imports from non-EU countries. The full response can be read in the Tax Representations section of our website   ICAEW has pulled together some helpful articles on sustainability for its members to guide SMEs on where to start, with a focus on what actions to take and sustainability reporting. Europe news EU environment ministers have approved the EU Nature Restoration Law, which is designed to protect and restore Europe’s ecosystems and biodiversity. The law will reportedly affect almost 9 percent of Irish land. Further to the launch in January of Ireland’s fourth National Biodiversity Action Plan, the Government has begun drawing up a national nature restoration plan, due to be adopted by 2026. Completion of the Plan will be aligned with the opening of the Government’s €3.15bn Climate and Nature Fund in 2026. Accountancy Europe has published its June Sustainability update. Highlights include Accountancy Europe’s response to EFRAG’s public consultation on the voluntary (VSME) and listed SME (LSME) draft standards; final approval of CSDDD; recommendations from ESMA on greenwashing; FCA guidance on Anti-Greenwashing rule; guidance from EFRAG to ESRS; and news and resources from the standard setters. This includes a summary of their recent meeting on 12 June in Frankfurt. The ISSB has also issued its June 2024 Podcast. The European Financial Reporting Advisory Group (EFRAG) has finalised the first three Implementation Guidance documents to assist preparers and other relevant stakeholders in applying the European Sustainability Reporting Standards. The Implementation Guidance documents cover Materiality Assessment, Value Chain, and Detailed ERS Datapoints The three European Supervisory Authorities (EBA, EIOPA and ESMA – ESAs) have published a joint Opinion on the assessment of the Sustainable Finance Disclosure Regulation (SFDR). The ESAs call for a coherent sustainable finance framework that caters for both the green transition and enhanced consumer protection, taking into account the lessons learned from the functioning of the SFDR. EFRAG and the Taskforce on Nature-related Financial Disclosures (TNFD) have jointly published a mapping of the correspondence between the European Sustainability Reporting Standards (ESRS) and the TNFD's recommended disclosures and metrics. ISAE 3000 to be adopted for sustainability assurance engagements

Following public consultation to obtain stakeholders’ views earlier this year IAASA has published a Feedback Paper and the responses received on its Consultation on the Adoption of a Sustainability Assurance Standard in Ireland.  IAASA intends to adopt the International Standard on Assurance Engagements 3000 Revised (ISAE 3000), Assurance Engagements Other Than Audits or Reviews of Historical Financial Information. Adoption will take place when the European Corporate Sustainability Reporting Directive (CSRD) is transposed into Irish law giving IAASA the statutory power to adopt sustainability assurance standards in Ireland.  The effective date of the standard will be for the assurance of sustainability reporting for years starting on or after 1 January 2024, as required by the CSRD.  The Department of Enterprise, Trade and Employment is currently working on the transposition of the CSRD into Irish law.  It is not intended to insert any additions Irish-specific requirements in IASAE 300 beyond any required to ensure that it applies to sustainability assurance engagements in Ireland and that sustainability assurance providers are subject to appropriate ethical and quality management requirements.    The Feedback Paper is available on this link. Sustainability/ESG bulletin, Friday 31 May 2024

  In this week’s Sustainability/ESG bulletin, read about Ireland’s climate targets and tipping points, a new national biomethane strategy, construction-related procurement guidance, and the launch of the second phase of the Small-Scale Renewable Electricity Support Scheme (SRESS). Also covered is net zero opportunities for Northern Ireland the publication of the findings of Renewable Energy in Northern Ireland inquiry, and updates from Europe, articles, resources and events. Survey Are you an accountant in a small/medium practice? Can you please take our survey? This 7-minute survey aims to discover if clients are asking accountants in small to medium practices about climate change (e.g. energy costs, solar panels, CSRD, supply chain questions, grants, etc.). The survey is part of research to identify supports that can be created for accountants now and in the future. IRELAND Ireland fails to meet national and EU climate targets The Environmental Protection Agency (EPA) has published a report assessing how Ireland is progressing against its climate targets. The report – Monitoring & Assessment: Climate Change: Air emissions Publications – finds that Ireland is projected to exceed its national and EU climate targets, achieving a reduction of up to 29 percent in total greenhouse gas emissions by 2030, compared to a target of 51 percent. Even this reduction is only achievable – the report finds – if a wide range of policies and plans are fully implemented across all sectors. Currently, almost all sectors are on a trajectory to exceed their national sectoral emissions ceilings for 2025 and 2030, including Agriculture, Electricity and Transport, and the first two carbon budgets (2021-2030) will not be met, and by a significant margin of between 17 and 27 percent. Climate ‘tipping points’ Minister for the Environment, Climate and Communications, Eamon Ryan, T.D., has informed Government that the climate is already reaching key tipping points. These are defined as critical thresholds that, when exceeded, can lead to a cascading impact that results in irreversible climate breakdown. Local Enterprise Offices Policy Statements 2024-2023 publishes The Department of Enterprise, Trade and Employment has published the first Local Enterprise Offices Policy Statement 2024-2030, addressing the key White Paper on Enterprise priorities most relevant to LEOs: decarbonisation, digitalisation, increasing exports, helping locally traded businesses, and innovation. Among the policy developments being introduced are: climate-focused assessment criteria for capital grants for manufacturing and internationally traded services businesses, ex-post measurement of the impact of climate related supports, and commitments to deliver the LEO Customer Relationship Management System digitalisation project. New National Biomethane Strategy This week also saw the publication of the National Biomethane Strategy, Ireland’s first major policy statement on biomethane. The strategy sets out 25 key strategic actions that are key to addressing the challenges and opportunities for the industry, the implementation of which will drive growth across the biomethane industry.  A newly formed Interdepartmental Biomethane Implementation Group will oversee implementation of the Strategy, measuring its impact and monitoring target delivery. Construction-related public procurement guidance The Minister for Enterprise, Trade and Employment, Peter Burke, has announced that public bodies will shortly be advised of new guidance when designing public projects, and procuring cement and concrete products in particular. The guidance ensures a consistent approach to reducing the embodied carbon – emissions associated with extracting and producing construction materials – in construction projects procured by government departments and their agencies. The guidance for public bodies is based on an expert consultant’s report, Reducing Embodied Carbon in Cement and Concrete Through Public Procurement in Ireland. Critical Raw Materials Act comes into effect in Ireland A new EU Regulation, the Critical Raw Materials Act (CRMA), has come into effect in Ireland. It will ensure EU access to a secure and sustainable supply of critical raw materials, enabling Europe to meet its 2030 climate and digital objectives. Critical raw materials are of high economic importance for Europe while also being highly vulnerable to supply disruptions. The EU’s demand for Critical Raw Materials (CRMs) such as lithium, copper and cobalt is set to increase exponentially as the EU transitions to clean energy systems. Ireland has welcomed the Act’s focus on socially and environmentally responsible practices, identified as essential for the achievement of the EU’s Green Deal objectives, for supporting European competitiveness and ensuring consistency with Ireland’s Policy Statement on Minerals and Mining. Second phase of the Small-Scale Renewable Electricity Support Scheme (SRESS) launches The second phase of the Small-Scale Renewable Electricity Support Scheme (SRESS), the export phase, has now been launched. This phase of the electricity support scheme will be a significant improvement in market supports for Renewable Energy Communities and Small and Medium Sized Enterprises (SMEs), with fixed tariffs for these groups established for solar and wind projects between 50kW to 6MW. It complements the microgeneration supports for small projects and competitive auctions for larger projects under the RESS (Renewable Electricity Support Scheme). Separately the SEAI Energy Awards 2024 are now open for applications. Applications can be submitted by individuals, community groups, SMEs and large businesses from both the public and private sector across the island of Ireland. Register and apply using the SEAI’s online application portal by 5pm, Friday 21 June. New Employment and Youth Engagement Charter The Government has launched an Employment and Youth Engagement Charter to support new pathways to employment among young people. The Charter is a key measure under the Government’s Pathways to Work objectives to engage companies in delivering activities to support people looking to enter or re-enter the workplace. Employers are invited to engage with the Charter and sign up to some or all of the six listed commitments. UK/Northern Ireland “Tremendous economic opportunity” – Minister Hargey on the path to net zero for Northern Ireland Northern Ireland’s Interim Economy Minister Deirdre Hargey MLA has said that has said embracing the path to net zero is both “a moral necessity and a tremendous economic opportunity”. Speaking at the recent opening of ‘Energy Ireland’, Minister Hargey presented an economic vision for the North that prioritises decarbonisation and creates a just transition to net zero that delivers economic prosperity, increases productivity, and addresses regional imbalances. Separately, on 17 May Minister Hargey launched a three-month Call for Evidence seeking information and views from key stakeholders on developing a sustainable biomethane sector for the region, following the publication of research indicating that this region has significant biomethane potential due its large agricultural sector. Findings of Renewable Energy in Northern Ireland inquiry published The Northern Ireland Affairs Committee has published the findings of its Renewable Energy in Northern Ireland inquiry. Northern Ireland is committed to generate 80 percent of its energy consumption from renewable energy by 2030, but the Committee noted that it was unlikely to meet the target in a letter to interim Economy Minister Deirdre Hargey. Three themes were identified as obstructing Northern Ireland’s energy transition as inadequate infrastructure to support Northern Ireland’s net zero transition, an unsupportive policy environment, including a disjointed planning system “weighed down with delays,” and a lack of consumer awareness. UK Emissions Trading Scheme expansion consultation The United Kingdom Emissions Trading Scheme (ETS) Authority has published a package of consultations on expanding the UK ETS to include the energy from waste and waste incineration sectors. It is also consulting on how engineered greenhouse gas removals, such as direct air carbon capture, could be integrated, and on whether high-quality nature-based removals could be suitable for the scheme. The closing date for responses is Thursday 18 July 2024. Separately, the UK government has published a consultation covering how UK-based engineered greenhouse gas removal technologies such as Direct Air Carbon Capture, where carbon dioxide is removed from the air and permanently stored, could be integrated into the UK ETS. It also asks whether carbon stored by the creation of new UK woodland could be integrated into the UK ETS. The closing date for responses is Thursday 15 August 2024. Europe The Corporate Sustainability Due Diligence Directive has received approved from the EU Council. The Directive, which goes by various acronyms, including   ‘CSDDD’ and ‘CS3D’, can help ensure more sustainable and responsible corporate behaviour throughout global value chains. It applies to companies with over 1,000 employees and a turnover of more than €450 million and introduces obligations for large companies regarding the adverse impacts of their activities on human rights and the environment. Following approval by the European Parliament, the directive will be published in the Official Journal of the European Union, after which Member States have two years to transpose the directive into national law. The European Commission has welcomed the final adoption of the Net-Zero Industry Act (NZIA), which aims to put the EU on track to strengthen its domestic manufacturing capacities of key clean technologies. By creating a unified and predictable business environment for the clean tech manufacturing sector, NZIA aims to increase the competitiveness and resilience of the EU’s industrial base and support quality jobs creation and a skilled workforce. The first European Climate Risk Assessment (EUCRA) provides a comprehensive assessment of the major climate risks facing Europe now and in the future has published. The report is a comprehensive assessment of the major climate risks facing Europe today and in the future. It identifies 36 climate risks that threaten our energy and food security, ecosystems, infrastructure, water resources, financial systems, and people's health. Many of these risks have already reached critical levels and can become catastrophic without urgent and decisive action.
