The Professional Standards Department of Chartered Accountants Ireland is responsible for the delivery of the Institute’s regulatory and disciplinary obligations which derive both from statute and its own Bye-laws and Regulations.  Key functions include:

  • Professional authorisations;
  • Professional Conduct; and
  • Quality Assurance.

Key committees involved in these processes include the Quality Assurance Committee, the Insolvency Licensing Committee, and the Conduct Committee.

Since 22 May 2020, the Professional Standards Board (‘PSB’), under authority delegated to the PSB by the Institute Council, is responsible for oversight and supervision of how the Institute discharges its regulatory and disciplinary functions The PSB therefore has responsibility for the development and approval of relevant bye-laws, regulations, and associated policies and guidance which underpin the Institute’s regulatory and disciplinary obligations and for oversight of the Professional Standard Department. 

With the formation of the PSB on 22 May 2020, the Institute Council consented to the merging of the responsibilities of the Regulatory Policy Board and the Chartered Accountants Regulatory Board (CARB) into a single board. The Regulatory Policy Board and CARB Board consequently ceased . This move marked the end of  a process of reforming the Institute’s regulatory governance structures to reflect changes in responses to changes in the external environment govern regulation of the profession.

The Professional Standards Board is appointed by Council in accordance with the Institute’s Bye-Laws.
