Tony Buckley

Now operating his own consultancy company, Anthony Buckley provides advice to a number of accountancy and other firms, and has experience of training in customs for Irish Exporters Association, CILT Skillnet and Chartered Accountants Ireland.  Formerly Head of Revenue’s Customs Service, he led Brexit planning for Irish Customs up to mid-2018.  In his Customs role, he represented Ireland at EU discussions, and in the World Customs Organisation.

Bertrand Rager

A qualified chartered accountant and lawyer, Bertrand Rager is the MD of Custax and Legal, an independent export control, customs and EU VAT advisory law firm based in Paris. 

He advises a variety of businesses operating globally on export control & dual use processes and compliance, Customs compliance and optimisation in relation to their international flows of goods and services with additional VAT optimisation and compliance aspects. Bertrand worked notably with EY and Arthur Andersen prior to being pan-European VAT & Customs Director for Delphi Automotive Systems.

Bertrand is the French member of the Trusted Trade Alliance, a global independent network of Export control & Customs experts; has strong connections with customs circles in Germany and the UK (CPG & ACITA). In France, Bertrand is the president of the International Commission of the FIEEC and member of the SIEPS (professional syndicate of strategic products exporters).  He has been appointed and acts as a Customs adviser to the French Government. Bertrand teaches in many different circles and is a regular international speaker.

Jessica Yang

Jessica is a trade and customs advisor based in London. Currently, she is helping businesses build customs knowledge in-house and designing strategies with them to address the customs changes in the post-Brexit transition period.

Before setting up her own business, Jessica was a customs and international trade specialist in the Global Trade team of EY in London for 5.5 years, where she led numerous strategic cross-border projects. She regularly advises retail clients and businesses in regulated industries such as food and drink, pharma, aviation, etc.  She was frequently invited to be the trade Subject Matter Expert on public sector projects. Before joining EY, Jessica worked in Tokyo, Japan, for The Economist Intelligence Unit and a boutique market research firm specialising in food, beverages, and agrochemicals.

Jessica wrote her master's degree thesis on preferential rules of origin and their implications for free trade agreement utilisation.

Enrika Naujokė

Enrika is the director of the customs brokerage company Muita UAB and the editor of the monthly e-journal Customs Law for Practitioners, which is published since 2012 in Lithuania. Using her experience of over 15 years in the customs field (transportation, manufacturing, customs brokerage companies), she has extended beyond brokerage to engage in consultancy, technical articles and training.  Her experience of the challenge for companies in acquiring customs knowledge led her to becoming a co-founder of the customsclearance.net platform which uses an innovative approach to building customs expertise online.

Enrika is the director of the Lithuanian Customs Practitioners Association.  She is also a member of: International Federation of Customs Brokers Associations; EFA Europäisches Forum für Aussenwirtschaft, Verbrauchsteuern und Zoll E.V.; Aussenwirtschaftsrunde E.V.; and Klaipeda Regional Subcommittee of the Customs Advisory Committee, Lithuanian Customs Brokers Association.

Martin Agnew

Martin Agnew is a Director of Across Borders Consulting with over 15 years’ experience in customs and global trade in Ireland, UK and internationally with time spent working in customs/ tax authorities, boutique consultancy and big 4 professional services firms.

Martin has advised all scales of company including major multinational clients in sectors as diverse as pharmaceutical, retail, automotive, aviation, manufacturing and heavy industry. Martin has led local, regional and global roll-outs of trade compliance programs and specialises in offering increased trade visibility, quality risk management, supply chain optimisation and cost reduction.

Ciarán McConigley

Ciarán McConigley is a Director of Across Borders Consulting with over 10 years’ experience in customs and global trade in Ireland, Europe and internationally with time spent working in industry roles and big 4 professional services firms.

Ciarán has industry experience from the information technology and automotive sectors, as well as experience advising companies of all scales including clients in sectors such as bio-pharma, automotive, pharmaceutical, retail, automotive, aviation, manufacturing, food and beverage, alcohol and tobacco and information technology. Ciarán has led local, regional and global trade compliance teams, developed and rolled out trade compliance programs and specialises in offering supply chain cost optimisation, increased trade visibility and awareness, quality risk management, and duty/import VAT reduction.
